About this opportunity

Cameron County, Texas issued a Request for Proposals (RFP) through its Purchasing Department for county-wide broadband expansion services. This procurement sought qualified broadband infrastructure and internet service providers to participate in a Public-Private Partnership to design, build, install, own, operate, and manage a next-generation communications network providing internet access throughout Cameron County. The selected vendor was required to provide vertically integrated retail services with a network baseline of 1 Gbps symmetric service, with particular emphasis on meeting 100 Mbps download and 100 Mbps upload speeds for residential service. Deliverables included immediate network deployment upon contract execution, with all Rural Internet Connectivity Projects to be completed by September 30, 2026. Required qualifications included submission of two years of audited financial statements to demonstrate financial stability, federal and Texas annual reports and current telecommunications licenses to evidence legal capacity, and documented experience with at least three similar network systems. Evaluation criteria weighted project costs at 50 points (based on cost per total miles proposed), proposed solution at 30 points (including deployment timing and adherence to network requirements), and proposer qualifications at 20 points (including county-wide presence, technical competence, and financial stability). Proposals were due by 3:00 p.m. Central Standard Time on March 14, 2023, with opening held at the Cameron County Courthouse in Brownsville, requiring submission of one original and seven copies in a sealed envelope plus a PDF-format electronic copy on a flash drive.

The RFP incorporated federal requirements under the Infrastructure Investment and Jobs Act, including provisions for debarment certification, equal employment opportunity, and domestic preference for procurements, along with compliance with 2 CFR Parts 200.317-200.327 procurement standards. Any internet service provider participating was required to engage in the Affordable Connectivity Program and provide low-cost options for qualifying households. The Broadband Feasibility Study estimated middle-mile infrastructure costs at approximately $17.3 million and last-mile costs at approximately $114.3 million for county-wide deployment. Anticipated funding sources included federal programs such as the Bringing Online Opportunity to Texans (BOOT) Program ($363.8 million statewide), the Broadband Equity, Access and Deployment (BEAD) Program ($42.5 billion nationally), and Digital Equity Programs. The county reserved the right to make single or multiple awards and conduct best-and-final-offer discussions or interviews with shortlisted proposers. An award was officially approved by the commissioners' court on September 5, 2023, completing the competitive procurement process through proper county governance channels.
