About this opportunity
The Texas General Land Office (GLO) is issuing an Invitation for Bids (IFB) for the procurement and delivery of 200 diamond-shaped, flippable, and lockable metal signs for the Coastal Resources Division's Texas Beach Watch program. The signs must measure 36" x 36" and be constructed from engineer-grade aluminum material with silk screen printing on both sides using PMS spot colors (blue, red, green, and yellow) on a white background. The signs must be designed to withstand near-shore saltwater environments and include stainless steel hardware with padlock-type fasteners and tough-nut fastening systems. Bidders must demonstrate a minimum of five years of experience performing similar work and provide supporting documentation of qualifications. The GLO will evaluate bids based on best value to the state as directed by Texas Government Code 2155.074, considering past performance through the Vendor Performance Tracking System and other sources. Critical deadlines include May 14, 2026 at 2:00 p.m. CT for bid questions, May 20, 2026 for anticipated answer releases, May 29, 2026 at 2:00 p.m. CT for bid submission via Box, and June 5, 2026 for the anticipated notice of award, with contract execution expected by June 12, 2026. Delivery must be completed within 90 calendar days from the purchase order date.
The solicitation does not identify any specific set-aside designations or restrictions on bidder eligibility based on disadvantaged enterprise status or organizational type. No incumbent vendors or current contractors are listed in the documentation. Bidders must submit pricing on a per-unit basis in Exhibit A with costs offered FOB destination with freight prepaid, and prices must remain firm for 120 days from the bid opening date. All costs including labor, materials, tools, supplies, equipment, insurance, personnel, and travel expenses must be included in the bid pricing, and neither state sales tax nor federal excise tax should be included. Payment will be made only after goods are received and accepted, with invoices due no later than the 15th day of the month following delivery. The specific contract value or budget range is not disclosed in the procurement documents.
