About this file
This is Addendum No. 1 to an Invitation for Bids (IFB 8366-LP) issued by the Texas General Land Office for Texas Beach Watch Signs. The addendum, released May 20, 2026, provides clarifications and responses to ten bidder questions regarding the procurement and fabrication of 200 diamond-shaped, flippable, and lockable aluminum signs measuring 36" x 36". The signs must be silk screen printed using PMS spot colors (blue, red, green, and yellow) on white background on both sides, which is confirmed as the only acceptable imprinting method. The signs will be mounted on existing wooden or metal poles and must include stainless steel hardware with stiffeners, padlock-type fasteners, and tough-nut fastening systems designed for opening, closing, and locking functionality. The backside of the folding section should display natural aluminum color. The bid submission deadline is May 29, 2026 at 2:00 p.m. CT, with the anticipated notice of award on June 5, 2026 and contract execution by June 12, 2026. Delivery must be completed within 90 calendar days from the purchase order date.
The addendum clarifies that the vendor is not responsible for mounting the signs, with all mounting and pole-related components being the responsibility of the GLO. Regarding signage durability and maintenance, if the signs do not last a minimum of two years without significant degradation or discoloration under normal weather conditions, the awarded vendor must replace the signs at no additional cost. Pricing must be submitted on a per-unit basis in Exhibit A on a firm, fixed-price basis for 120 days from bid opening, with costs offered FOB destination with freight prepaid and all expenses including labor, materials, and insurance included in the bid. All respondents must acknowledge receipt of this addendum by returning a signed copy with their solicitation response, or the response may not receive consideration. Reference to previous contract pricing and historical bid tabulations is available through the ESBD website link and the GLO's Public Information Act Legal department.

Texas General Land Office -2- IFB No. 8366-LP Addendum No. 1
IFB 8366-LP Questions and Answers
Question 1: Exhibit B, "Signs shall be silk screen printed using PMS spot colors: blue, red, green and yellow on white background on both sides." Is screen printing the only acceptable method to imprint the signs?
Answer 1: Yes, screen printing is the only acceptable method to imprint the signs.
Question 2: Exhibit B specifies "wind beams" and "stiffeners" but does not define the mounting structure or the scope of a "flippable" sign's hardware. Mounting Poles: Will the signs be installed on existing poles, or are we bidding to furnish and install the poles themselves? If they are existing, can you please provide the pole type (e.g., round, square) and dimensions?
Answer 2: These signs will be mounted on existing wooden or metal poles. See Figure 1 at the end of Questions and Answers.
Question 3: Stiffener Design: The specification calls for stiffeners, but their design is dependent on the pole type (e.g., U-channel, square tube). Can you please provide a detailed drawing or specification for the required stiffener design?
Answer 3: The GLO does not expect awarded vendor to mount the signs. The stiffeners are for opening, closing, and locking of signs and not dependent on what type of pole it will be mounted
on. See Figures 2 and 3 at the end of Questions and Answers.
Question 4: "Flippable and Lockable" Hardware: Our bid requires a complete accounting of hardware. Can you please provide a detailed list or diagram showing the padlock-type and tough-nut fasteners needed to make the signs fully "flippable, lockable, and operational"?
Answer 4: See Figures 2, 3 and 4 at the end of Questions and Answers.
Question 5: Scope of Hardware: Please clearly define whether the required "hardware for signs" includes only the components to attach the sign to the pole, or if it also includes the complete pole and foundation assembly.
Answer 5: Components are for opening, closing and locking of signs, not for mounting. See Figures 2, 3, and 4 at the end of Questions and Answers.
Question 6: Section number: 1, C, "The Contractor shall be responsible for maintenance of the wraps until they are removed and shall respond to the City’s notification of any issues within 48 hours. Any issues identified by the City as an emergency shall be addressed within two to three hours of notification. The Contractor shall be responsible for replacing any wraps that become damaged during normal weather conditions at no additional cost to the City. "
Texas General Land Office -3- IFB No. 8366-LP Addendum No. 1
I think this paragraph needs some clarification as to what do you mean by "maintenance" and the replacement section related to "damage during normal weather conditions". If there is not extreme weather hitting the city, we expect the banners to stay up for a minimum of two (2) years without significant degradation or discoloration
Answer 6: If the signage does not last two years, the GLO expects the awarded vendor to replace the sign.
Question 7: Is the last price available?
Answer 7: For previous awarded price see ESBD link:
https://www.txsmartbuy.gov/esbd/IFBX0020927B-JW
Question 8: Is the intent to create one sign featuring the Texas Beach Watch design on top, which will be permanently imprinted on aluminum, and then a secondary sign labeled "WARNING" that folds down when not in use? The overall description does not clearly indicate how the sign should be fabricated. Do these signs require any special mounting holes for installation? What and how will they be mounted to?
Answer 8: This is one sign not two. No mounting holes are required.
Question 9: For the folding section, should the backside be the natural aluminum color, or is there a requirement for it to have a specific color when not in use?
Answer 9: The backside should be the natural aluminum color.

Question 10: I wanted to kindly ask if it would be possible to obtain the tabulation from the previous contract for this same service.
Having access to the prior tabulation would provide valuable insight into historical pricing and help us ensure that our proposal is both accurate and competitive.
