About this opportunity
The Texas A&M Forest Service Purchasing Department is issuing Invitation for Bid (IFB-26-007) for the procurement of self-supporting portable water tanks to support firefighting helicopter operations. The solicitation seeks three 10,000-gallon and four 5,000-gallon frameless, self-supporting, open-top collapsible water storage tanks constructed of 22-ounce vinyl with high sides, 2-inch female NST/NH inlets, orange coloring, and appropriately sized heavy-duty ground covers for each unit. Bids must be submitted by 2:00 P.M. Central Time on April 29, 2026, via email to bids@tfs.tamu.edu or by mail/hand delivery to 200 Technology Way, Suite 1151, College Station, Texas 77845-3424, with shipping costs directed to 2850 Airport Blvd, Abilene, Texas 79602. The deadline for submitting written questions is April 22, 2026, at 4:00 P.M. Central Time, with addenda to be issued by April 24, 2026. On-site inspections are encouraged but not mandatory. Award will be made to the bidder offering the best value based on evaluation criteria including pricing, delivery schedule, vendor capacity and skill, previous experience with the Texas A&M Forest Service, and other relevant factors. Bid prices must remain firm for 12 months from the bid opening date.
No HUB (Historically Underutilized Business) Subcontracting Plan is required, as the agency has determined that subcontracting opportunities are improbable. No incumbent vendors or current contractors are identified in the solicitation documentation. The Texas A&M Forest Service reserves the right to make awards on a line-item basis, reject any or all bids, waive minor technicalities, cancel the contract without penalty if funds are not appropriated or due to unforeseen circumstances, purchase additional quantities within 60 days of award at the same pricing and terms, and extend pricing and terms to all entities with joint purchasing inter-agency cooperation agreements with the Texas A&M Forest Service. No specific budget range or award value is listed in the solicitation.
