About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting competitive bids for one Bobcat B18T-7 Plus 36V Electric three-wheel forklift with 3,500 lb. capacity under IFB HHS0017522, with bids due June 25, 2026 at 10:30 a.m. Central Time. The procurement also entitles the Department of State Health Services (DSHS) to use any resulting contract. Questions are due June 17, 2026; addendum responses will be posted June 23, 2026.

The equipment will be delivered to the Health and Human Services Warehouse in Austin at 4111 N Lamar. Standard delivery is expected within seven days after receipt of order, with pricing quoted on an F.O.B. Destination basis (freight prepaid and included in total cost). The forklift is a single-unit, single-model specification with no substitutions implied.

The initial contract term runs June 30, 2026 through August 31, 2026, with an option to extend for up to one additional year at HHSC's sole discretion. Pricing must be firm and fixed for the contract life, inclusive of labor, equipment, materials, supplies, and related expenses. The historical spend for the same or similar goods was $49,599.62 for September 1, 2025 through August 31, 2026, provided as a guideline only and not representing guaranteed volume. Price adjustments are permitted at HHSC's discretion and may be indexed to the Consumer Price Index or Federal Minimum Wage increases with proper documentation and written request.

HUB (Historically Underutilized Business) Subcontracting Plan submission is encouraged but not required. Evaluation criteria include the bidder's ability to meet specifications and delivery requirements, past vendor performance, financial capability, and price. Award will be made to the bidder offering best value to the State of Texas, not necessarily the lowest price. Responses may be submitted through the optional HHS Online Bid Room or alternative methods specified in the solicitation. All responses become property of HHSC and are subject to the Texas Public Information Act. Respondents must comply with 62 mandatory certifications and representations, including suspension and debarment status, E-Verify utilization, human trafficking prohibition, and Texas procurement preferences.
