About this opportunity
The Texas Department of State Health Services (DSHS), through the Health and Human Services Commission (HHSC) Purchasing and Contracting Services, is requesting bids for annual laboratory equipment repair and maintenance services at the DSHS South Texas Laboratory in Harlingen, under IFB HHS0017421, with bids due July 6, 2026 at 10:30 a.m. Central Time.
The scope covers preventive maintenance, quarterly preventive inspections, unscheduled maintenance labor, and 24-hour technical support for five pieces of equipment: one Lancer Model #815LX washer, two Lancer Model #LSS130 sterilization units, and two Getinge Model #CAS30CB3 steam generators. Services must include unlimited technical support, original equipment manufacturer parts with standard next-day delivery at no additional charge, and OEM-certified technicians. Standard response time is four hours for standard calls and one hour for emergencies. Services are performed Monday through Friday, 8 a.m. to 5 p.m. Central Time.
Bidders must demonstrate a minimum of eight years of relevant experience and hold appropriate OEM certifications prior to award. Certification of training for Getinge USA LLC equipment service and repair is requested if available. Contractors must maintain comprehensive insurance: workers' compensation, commercial general liability of $1 million per occurrence, commercial automobile liability of $1 million, professional liability of $1 million, and umbrella liability of $1 million.
The initial contract term runs September 1, 2026 through August 31, 2027, with up to four renewal options through August 31, 2031 and one additional one-year extension option at the agency's discretion. The historical monetary value for similar services ranges from $25,050 to $40,000 annually for fiscal year 2025, though this does not represent a guarantee of actual volume. Bidders must submit firm, fixed pricing on Exhibit C. Evaluation criteria include meeting specifications, ability to perform, and price, with award to the bidder offering best value to the State of Texas. Submissions must include completed Exhibit A (HHS Solicitation Affirmations), completed Exhibit C Pricing Sheet, and signed Addendum Acknowledgement Forms if applicable.
