About this opportunity

Texas Health and Human Services Commission (HHSC) and Department of State Health Services (DSHS) are soliciting bids for window replacement services at Building 536 of Rusk State Hospital, Rusk, Texas under IFB HHS0017401, with responses due June 11, 2026 at 10:30 a.m. Attendance at one of two mandatory on-site visits on June 2 or June 3, 2026 is required.

The scope encompasses replacement of twenty-nine windows across four building sides (northside 7, eastside 4, westside 9, southside 9). Work includes removal and disposal of existing windows, labor and materials to repair and modify window openings, installation of replacement windows (14 supplied by the facility and 15 supplied by the contractor), caulking and painting of window trim to match existing colors, and debris cleanup and disposal. The contractor must submit firm, fixed pricing on Exhibit C covering all labor, equipment, materials, supplies, and related expenses as an all-inclusive lump sum.

Bidders must demonstrate a minimum of five years of relevant window replacement experience and submit three verifiable references for similar contracts completed within the last five years; assigned personnel must have at least three years of relevant experience. Contractor insurance requirements include Workers' Compensation with employer's liability of $1 million per accident, Commercial General Liability of $1 million per occurrence and $2 million aggregate, Commercial Automobile Liability of $1 million, Professional Liability of $1 million, and Umbrella Liability of $1 million. The contractor must conduct background checks on all personnel, utilize E-Verify for employee eligibility verification, maintain 24-hour contact availability, and comply with all federal and state laws and ethical conduct standards.

The contract begins upon award and expires August 31, 2026, with no renewal options but a possible one-year extension at HHS Agency sole discretion. Payment follows the Texas Prompt Payment Act based on monthly invoices detailing completed work. Award will be made to the bidder offering best value rather than necessarily the lowest price. Questions are due June 4, 2026 at 10:30 a.m., with responses posted as an addendum by June 8, 2026.
