About this opportunity

The Texas Health and Human Services Commission is requesting bids for an Auto-Print 2 Plus pharmacy medication packaging and labeling system for the Lubbock State Supported Living Center under IFB HHS0017398, with bids due June 12, 2026 at 10:30 AM Central Time and a questions deadline of June 4, 2026.

The scope comprises one Auto-Print 2 Plus unit (Model AP-3-115-2, 115V) with integrated barcode-labeling capability for automated medication packaging and dispensing, including a pill chute (1-1/8" × 7/16"), feed disk for capsules (1-1/8" × 1/2"), PakEdge 2.0 software upgrade, one year of First DataBank renewal with Pak-EDGE UD, on-site installation, and one day of on-site training. The equipment must include a one-year standard warranty. Pricing must be firm and fixed for the contract term and submitted in US dollars on Exhibit C (Pricing Sheet); bidders must explicitly state whether shipping costs are included.

The historical monetary value for comparable goods and services is $27,160.00 for the prior 12-month period (September 1, 2025 to August 31, 2026), provided as a guideline only and not representing guaranteed volume. The anticipated contract term begins June 12, 2026 and expires August 31, 2026, with an option for HHSC to extend for up to one additional year at its sole discretion. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Price adjustments are permitted only at HHSC's sole discretion under a CPI adjustment formula detailed in the IFB; price decreases may be offered at any time.

Respondents must submit Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet); failure to submit any required document results in disqualification. Responses may be submitted via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room (requiring IAMOnline registration), or by hand delivery or overnight mail of a USB drive to the specified Austin address. Questions and responses were posted as an addendum on June 8, 2026. Direct inquiries to Maria Ana Breest at HHS Purchasing.
