About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division, on behalf of HHSC and the Department of State Health Services (DSHS), is soliciting bids for concrete removal and installation services at Wichita Falls State Hospital, Building 682, located at 6515 Kemp Boulevard, Wichita Falls, Texas. The scope of work encompasses saw-cutting and removing affected driveway concrete at the kitchen loading dock that has collapsed and is unusable for food service delivery, followed by installation of four sections of new concrete parking with a minimum thickness of six inches and half-inch reinforcement placed at eighteen-inch centers. Bidders must demonstrate a minimum of three years of relevant experience, with assigned personnel having at least two years of relevant experience, and must submit three verifiable references for similar services completed within the last three years. The contract will be effective upon award through August 31, 2026, with one optional one-year extension available at HHSC's sole discretion. Contractor personnel must pass background checks including statewide criminal and sex offender screenings prior to commencing work. A mandatory on-site visit is required on May 18, 2026, at 10:30 AM, with attendance mandatory for bid eligibility; bidders must notify maintenance supervisor Gary Lievense of their attendance. The deadline for submitting questions and clarifications is May 21, 2026, at 5:00 PM, with responses posted by May 26, 2026. Bid responses are due by June 2, 2026, at 10:30 AM Central Time. Award will be made to the bidder offering the best value to the State of Texas based on ability to meet requirements, performance delivery capability, and price, rather than automatically selecting the lowest price.
Bidders must submit firm, fixed pricing on the provided Pricing Sheet (Exhibit C) that includes all labor, equipment, materials, supplies, and related expenses with no additional compensation permitted; price adjustments may be permitted only at HHSC's discretion based on Consumer Price Index (CPI) or Federal Minimum Wage increases. Contractors must carry comprehensive insurance coverage including workers' compensation with $1,000,000 employer's liability limits, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000, professional liability of $1,000,000, and umbrella liability of $1,000,000. Services must be performed Monday through Friday between 8:00 AM and 5:00 PM Central Time, with a four-hour response time requirement for service calls and one-hour response time for emergency services. All bidders must complete and sign the HHS Solicitation Affirmations (Exhibit A), submit the completed Bidder Reference and Contractor Qualifications Form (Exhibit D), and acknowledge any addenda. The solicitation does not identify any incumbent contractors, set-asides for disadvantaged enterprises, or specific award values or budget ranges. All contracts are subject to appropriations and availability of funds and must comply with the Texas Prompt Payment Act; award is contingent upon approval by the HHSC Executive Commissioner and submission of a completed Form 1295 (Certificate of Interested Parties) if the contract value exceeds $1 million.
