About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services Division, on behalf of HHSC and the Department of State Health Services (DSHS), is issuing an Invitation for Bids (IFB HHS0017320, PCS 137) for vent bed services at Rio Grande State Hospital in Harlingen, Texas. The scope of work includes excavating 36 inches below ground level, setting rebar at 12-inch on-center spacing, pouring commercial-grade concrete footings and retaining walls, installing corrosion-resistant aluminum mesh screening, and performing surface preparation including power washing and painting existing concrete beds with industrial oil-based paint, all in compliance with ACI structural standards and applicable ASTM specifications. Bidders must have a minimum of three years of relevant experience, submit verifiable references from three current or previous contracts of similar size and services completed within the last three years, and provide detailed organizational information including staffing levels, certifications, qualifications, and a one-page narrative describing experience and qualifications relative to contract requirements. The contractor must attend a mandatory on-site visit scheduled for May 21 or May 22, 2026, between 9:00 AM and 12:00 PM at 1401 South Rangerville Road, Harlingen, Texas 78552; the deadline for submitting questions is May 26, 2026 at 10:30 AM with responses posted as an addendum by May 29, 2026; and responses to the IFB must be received by June 4, 2026 at 10:30 AM. The initial contract term begins upon award and expires August 31, 2026, with one potential one-year extension option, with services to be performed Monday through Friday from 8:00 AM to 5:00 PM Central Time and a four-hour response requirement for service calls and one-hour response for emergency requests. Pricing must be submitted on Exhibit C as firm, fixed prices for the contract term, with all labor, tools, equipment, materials, and supplies provided by the contractor at no additional cost to the HHS Agency.
Bidders must comply with HUB (Historically Underutilized Businesses) subcontracting plan requirements if subcontracting opportunities exist and must meet comprehensive insurance requirements including workers' compensation with a one million dollar limit per accident, commercial general liability with a two million dollar aggregate, commercial automobile liability with one million dollar combined single limit, professional liability of one million dollars, and umbrella liability of one million dollars. The contractor must conduct background checks on all personnel prior to work commencement and comply with E-Verify employment eligibility verification requirements. All contractors must comply with the Texas Health and Human Services Uniform Terms and Conditions (v. 3.4) and Health and Human Services Contract Affirmations (v. 2.9), which establish comprehensive compliance requirements including certifications related to child support obligations, human trafficking prohibitions, debarment status, Israel boycott prohibitions, firearm industry non-discrimination, abortion restrictions under Texas law, cybersecurity training requirements, and artificial intelligence disclosure obligations. No volume, usage, or compensation is guaranteed, and all responses are subject to the Texas Public Information Act and may be released publicly. The solicitation does not list an incumbent vendor, existing infrastructure requiring integration, or a specific budget range; however, contractors are responsible for all taxes, licenses, permits, and compliance costs, with payment subject to the Texas Prompt Payment Act and potential offset for any state debt or delinquencies owed by the contractor.
