About this opportunity
The Texas Health and Human Services Commission, on behalf of the Department of State Health Services, is requesting bids for maintenance and repair services on laboratory instruments at the DSHS Lab in Austin under IFB HHS0017278, with responses due June 16, 2026 at 10:30 a.m. This is a sole-source procurement for Perkin Elmer contract services. No subcontracting is permitted due to the critical public health nature of the equipment.
The scope covers preventive maintenance and on-demand repair services for 22 pieces of analytical equipment used in lead screening, biothreat testing, chemical threat testing, and inorganic and radiochemistry testing, including Nexion series assemblies, SC-series autosamplers, Durachill and TP Quiet chillers, FIMS 400 Mercury Analyzers, and Spectrum Two/Spotlight 200I spectrometers with ATR accessories. Equipment maintenance frequency varies: 18 items require two preventive maintenance visits annually; three Spectrum instruments require one visit annually. The contractor must provide unlimited on-demand on-site service visits with a three-business-day response time, unlimited technical support at no additional cost, one annual preventive maintenance visit scheduled with at least ten business days' notice, and 24-hour emergency response capability within one hour of notification. All parts must be Original Equipment Manufacturer parts; refurbished materials are prohibited. Personnel must have a minimum of two years' relevant experience. The contractor must maintain workers' compensation, commercial general liability ($1 million per occurrence), professional liability ($1 million), and umbrella liability ($1 million).
The historical monetary value is $671,500 for reference in pricing preparation; all costs must be submitted on a firm, fixed-price basis using Exhibit C. The contract term runs September 1, 2026 through August 31, 2027, with four optional one-year renewals available through August 31, 2030 and an additional one-year extension for continuity or transition. Three verifiable references for similar contracts completed within the last five years are required. Questions are due May 29, 2026. Bidders must submit electronically via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail with USB drive to 1100 W 49th Street, Austin.
