About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is issuing an Invitation for Bids (IFB) on behalf of the San Antonio State Supported Living Center for a turnkey pickleball and basketball combination court package. The procurement requires complete site preparation, elevation correction, drainage solutions, and installation of a 60-foot by 30-foot concrete court with custom design and color options, an adjustable basketball system, and a heavy-duty rollaway pickleball net at 5900 South Presa Street, San Antonio, Texas 78223 (HHS Region 8). Bidders must provide all labor, materials, equipment, supplies, and supervision; restore the site upon completion; comply with ADA standards and OSHA requirements; and provide a one-year warranty on work performance and materials. Qualified bidders must demonstrate a minimum of three years of relevant experience, provide three verifiable references for similar services completed within the last three years, and maintain comprehensive insurance including workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Questions or clarifications are due by April 21, 2026, with addendum responses posted on April 24, 2026, and bids due April 29, 2026, at 10:30 AM Central Time. The initial contract term begins on the date of award and expires August 31, 2026, with a potential one-year extension option at the HHS Agency's sole discretion. Contractor services must be performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a four-hour response time for service calls and one-hour emergency response time.
Historically Underutilized Business (HUB) subcontracting plans are encouraged but not required, and no set-aside designations or restrictions limiting respondent types are specified in the solicitation documents. No incumbent vendors or current contractors are listed, and no existing infrastructure or technology integration requirements are identified. Bidders must submit firm, fixed pricing for the life of the contract via Exhibit C (Pricing Sheet), with price adjustments permitted only at HHSC's sole discretion using the Consumer Price Index formula or based on federal minimum wage increases. All responses must be submitted via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by overnight delivery of a USB drive, and must include completed Exhibit A (HHS Solicitation Affirmations), Exhibit C (Pricing Sheet), Exhibit D (Bidder Reference and Contract Qualifications Form), and a demonstration of ability to perform. Award is contingent on approval by the HHSC Executive Commissioner and requires submission of a Certificate of Interested Parties (Form 1295) prior to contract execution. No specific budget range or award value is listed in the solicitation documents; pricing is to be determined through competitive bidding.
