About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is soliciting competitive sealed bids through Invitation for Bids (IFB) HHS0016869v2 for wheelchair parts, walkers, and shower chairs to serve Texas State Supported Living Centers and State Hospitals. The solicitation encompasses NIGP Class/Item Nos. 470-17, 470-20, 470-80, 470-81, and 615-21, with 125 line items requiring unit pricing across multiple product categories including gunnel rear wheels (20-inch and 24-inch), wheelchair wheels, wheel locks, front casters (3-inch through 8-inch), caster forks and stems, Therafin headrests and covers, hanger systems, footrest assemblies, armrests (T-handle and Breezy models), seatbelts and alarm systems, anti-tippers, Invacare-specific components, growth kits, dust covers, tilt cylinders, and shoulder positioners. Bidders must submit firm, fixed unit pricing on the Product Pricing Sheet (Exhibit D) and are evaluated based on price as a significant factor in the best value determination, though HHSC is not obligated to award to the lowest-priced response. All bidders must submit a completed HHS Solicitation Affirmations form (Exhibit A), the completed Product Pricing Sheet (Exhibit D), and a signed HUB Subcontracting Plan (Exhibit E), along with any Addendum Acknowledgement Forms. The questions and clarifications deadline was March 13, 2026, with responses posted by March 18, 2026, and the bid submission deadline is April 2, 2026, at 10:30 AM Central Time. Reworked products, previously refused items, and seconds are unacceptable, and vendors must ensure on-time delivery between 7:00 AM and 2:00 PM on specified dates (excluding 11:00 AM to noon), with vendors responsible for all additional charges including overtime, re-stacking, and unloading.

All respondents, regardless of HUB certification status, must submit a completed Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good-faith efforts to utilize certified Texas HUBs for subcontracting opportunities, with HHSC identifying probable subcontracting opportunities within five NIGP class/item codes related to mobility aids and seating equipment. Respondents may demonstrate good-faith effort through five prescribed methods: utilizing only HUBs, participating in the Mentor-Protege Program, meeting or exceeding the 21.1 percent HUB utilization goal, soliciting bids with seven working days' notice to a minimum of three HUBs and two trade organizations, or performing all work with internal resources only. Failure to submit a completed and compliant HUB Subcontracting Plan will result in disqualification and rejection without further evaluation, and non-compliance post-award constitutes material breach of contract with potential reporting to the Texas Comptroller of Public Accounts for debarment proceedings. The historical monetary value for similar goods is $300,000.00 for fiscal year 2025, indicating the anticipated contract size. The initial contract term runs from the award date through August 31, 2026, with four optional one-year renewal periods through August 31, 2030, and a potential one-year extension option at HHSC's sole discretion. Price adjustments are permitted only at HHSC's sole discretion, utilizing Consumer Price Index formulas or Federal Minimum Wage increases, and award is contingent upon approval of the HHSC Executive Commissioner and submission of a Form 1295 Certificate of Interested Parties prior to contract execution.
