The procurement seeks a qualified contractor to convert one existing wet cell into a padded cell at the Infirmary/Security Holding Cell 171, Room 7, with dimensions of 11 feet 5.5 inches by 7 feet 5 inches by 8 feet tall. The scope of work includes saw-cutting concrete to install a 4-inch flushable floor drain positioned 3 feet from the existing toilet location, installing the floor drain with an external control switch, repairing concrete and wall damage, and applying minimum 2-inch thick high-density foam padding covered in 14-ounce Class A rated vinyl (Camel or Grey color) to all walls, floors, doors, and benches. All padding materials must be fire-resistant, non-toxic, and sloped toward the drain, while windows, HVAC vents, lights, and fire sprinkler heads must remain accessible and uncovered. Bids are due on March 4, 2026, at 1:00 p.m. and must be submitted electronically via email to Shande Vaughan at shande.vaughan@tjjd.texas.gov with signatures and time stamps; late or unsigned bids will not be considered. Bidders must provide detailed material specifications, component descriptions, a list of materials and parts to be used, and comply with background check requirements for on-site access at this secure state facility. Pricing shall be quoted as a lump sum for the complete job, with the respondent responsible for all costs associated with materials, labor, and compliance with applicable safety standards and tax requirements. Respondent prices must remain firm for a minimum of 120 days from the bid submission deadline. The State reserves the right to make awards based on best value or any other combination serving the State's best interests and may reject any or all bid items at its sole discretion.

No incumbent vendors or current contractors are listed.
