About this opportunity

The City of College Station, Texas is soliciting competitive sealed proposals for Bid Package #4 of the Wells 10, 11, 12 and Collection Pipeline Project, with engineering support from Freese and Nichols and Garney Companies, Inc. serving as Construction Manager at Risk. This procurement encompasses all work, labor, equipment, personnel, materials, and subcontractors necessary to complete the Little Brazos River Micro Tunnel Installation. Bidders must submit separate Price Proposals and Technical Proposals by 2:00 P.M. on April 14, 2026, to the Purchasing Division at City Hall, 1101 Texas Avenue, College Station, Texas 77840. A mandatory pre-bid conference is scheduled for 2:00 P.M. on March 31, 2026, with both virtual and in-person site visit options available at 3:30 P.M. Bid documents will be available for free download by March 23, 2026, at https://www.civcastusa.com. Evaluation criteria allocate 50 percent weighting to price proposals and 50 percent to technical proposals, with technical scoring based on project schedule (10 percent), ability to meet milestones and project approach (5 percent), completion of similar projects and past references (10 percent), safety qualifications including EMR/TRIR ratings and OSHA history (10 percent), and qualifications of key personnel including field managers, project managers, and safety manager (15 percent). All bids must remain valid for 60 days from the opening date, and selection will be made public no later than fourteen days after final selection.

Non-resident bidders must complete form TWDB-0459 regarding reciprocity requirements and must meet specific underbidding thresholds established under Texas Government Code Chapter 2252. Bidders are required to provide a bid guarantee equivalent to five percent of the bid price in accordance with Texas Water Code 17.183. The City reserves the right to reject any and all proposals, waive informalities and technicalities, and make award to the proposal most advantageous to the City, with qualifications strictly enforced for all bidders. No specific set-aside designations for disadvantaged enterprises or incumbent vendors are identified in the procurement documents. The contract award will be determined based on the evaluation of the entire proposal package rather than price alone, prioritizing the bidder deemed most advantageous to the City. No budget range or award value is specified in the available documentation.
