About this opportunity
Austin Community College District is issuing a Competitive Sealed Proposal solicitation for parking lot expansion services at its Round Rock Campus. The project encompasses the expansion of the South Parking Lot by approximately 200 spaces through new asphalt paving, concrete curb and gutter installation, parking lot light poles, surveillance cameras, landscape and irrigation improvements, and electrical conduit and ground boxes designed to support future electric vehicle charging stations for 60 of the new spaces. The contractor must demonstrate general liability insurance with minimum limits of $2,000,000 aggregate and $1,000,000 per occurrence, workers' compensation insurance per Texas statutory requirements, and performance bonding. A mandatory site visit is scheduled for May 7, 2026, at 11:00 a.m. CST, preceded by an optional solicitation conference at 10:00 a.m. CST at 4400 College Park Drive, Round Rock, Texas 78665. The deadline for written questions is May 8, 2026, at 12:00 p.m. CST, with responses issued by May 13, 2026. Proposals are due by May 27, 2026, at 12:00 p.m. CST, followed by public reading at 1:15 p.m. CST. Evaluation will be based on total overall cost (35 percent), quality and past performance (25 percent), personnel and resumes (20 percent), project plan (10 percent), safety record (5 percent), and business organization and litigation (5 percent), with Board of Trustees approval anticipated July 6, 2026, contract award August 17, 2026, and substantial project completion required by January 30, 2027.
Austin Community College District maintains an internal goal for Small Local Business Enterprise participation of 30 percent or more on all contracts. All respondents must complete required forms including certification, SBDP participation forms, affidavit of non-collusion, conflict of interest questionnaire, Texas Ethics Commission Form 1295, and proof of insurability. The estimated construction budget is $2,200,000, with liquidated damages of $500 per day assessed for delays beyond the substantial completion date. The contractor assumes all costs including initial warranty, delivery, installation, equipment provision, dedicated dumpster with haul-away services, and office trailer, with all work performed between 7:00 a.m. and 5:00 p.m. Monday through Friday. A five percent retainage will be held until substantial completion, with the final five percent due upon full performance, and the contractor must maintain one-year warranty from final acceptance.
