About this opportunity

The Texas Historical Commission is requesting proposals for a Leadership 360 Follow-Up and Development Program for its Chief-level leadership team, with proposals due June 19, 2026 at 2:00 p.m. CST. There is no set-aside or preference program. The minimum qualification requirement is five years of experience in similar leadership development work.

The scope is a year-long, comprehensive leadership development program that translates completed 360-degree assessments into actionable development initiatives, incorporating executive coaching, facilitated group development sessions, and structured progress tracking to strengthen leadership effectiveness, organizational alignment, trust, and communication around agency priorities. Respondents must submit a detailed project plan, pricing breakdown by employee classification and hours, company qualifications describing three to six comparable projects completed within the past five years, and references from a minimum of three to six previous clients.

The pricing structure is based on hourly fees, estimated working hours, travel costs, and administrative expenses. The anticipated contract award date is July 1, 2026, with contract start on October 1, 2026 and an initial term through September 30, 2027. The contract may be extended only by written amendment and is contingent upon continued availability of funding through legislative appropriations.

The evaluation committee scores proposals on four weighted criteria: Project Plan (30%), Price Proposal Schedule (30%), Respondent's Comparable Experience (30%), and Respondent's Assigned Staff Qualifications and References (10%). The lowest price proposal receives maximum points in scoring. Vendors must maintain workers' compensation insurance with statutory limits and commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate. Proposals must be submitted electronically to responses@thc.texas.gov. No pre-proposal conference or site visit is required.
