About this file

This is a Request for Proposals (RFP) issued by the Texas Historical Commission (THC) for a Leadership 360 Follow-Up and Development Program for the agency's Chief-level leadership team. The RFP seeks a qualified vendor to design and deliver a comprehensive, year-long leadership development program that translates recently completed 360-degree leadership assessments into actionable development initiatives. The program will incorporate executive coaching, facilitated group development sessions, and structured progress tracking to strengthen leadership effectiveness, organizational alignment, and execution capability, with emphasis on improving trust, communication, and alignment around agency priorities. The RFP was issued on June 4, 2026, with proposals due by June 19, 2026, at 2:00 p.m. CST. No pre-proposal conference or site visit is required. The anticipated contract award date is July 1, 2026, with an expected contract start date of October 1, 2026, and an initial contract term running through September 30, 2027. The contract may be extended only by written amendment.

Respondents must submit proposals electronically to responses@thc.texas.gov and must meet a minimum qualification requirement of five years of experience in similar leadership development work. The pricing structure is based on hourly fees, estimated working hours, travel costs, and administrative expenses, with the lowest price proposal receiving maximum points in the scoring evaluation. Respondents must provide a detailed project plan, pricing breakdown by employee classification and hours, company qualifications describing three to six comparable projects completed within the past five years, and references from a minimum of three to six previous clients. The evaluation committee will score proposals on four weighted criteria: Project Plan (30%), Price Proposal Schedule (30%), Respondent's Comparable Experience (30%), and Respondent's Assigned Staff Qualifications and References (10%). All vendors must maintain workers' compensation insurance with statutory limits and commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. The contract is contingent upon continued availability of funding through legislative appropriations.

Any exception may result in a Contract not being awarded.

Number each of the submittal pages and include an organized, paginated table of contents corresponding to the section and pages of the submittal.

THC will not reimburse the Respondent for any cost related to its Proposal. The Respondent is responsible for any expense related to the preparation and submission of its Proposal.

Proposals will be subject to the Texas Public Information Act (PIA), as codified in Chapter 552, Texas Government Code, and may be disclosed to the public upon request.

The Proposal and other submitted information shall be presumed to be subject to disclosure unless a specific exception to disclosure under the PIA applies. However, subject to the PIA, Respondents may protect trade secrets and confidential information from public release.

Respondent is required to make any information created or exchanged with the State pursuant to this contract, and not otherwise excepted from disclosure under the PIA, available in a format this is accessible by the public at no additional charge to the State.

If it is necessary for the Respondent to include proprietary or otherwise confidential information in its Proposal or other submitted information, Respondent must clearly label that proprietary or confidential information and identify the specific exception to disclosure in the PIA. Merely making a blanket claim that the entire Proposal is protected from disclosure because it contains some proprietary information is unacceptable and shall make the entire Proposal subject to release under the PIA. To initiate the process of seeking an Attorney General opinion on the release of proprietary or confidential information, the specific provisions of the Proposal that are considered by the Respondent to be proprietary or confidential must be clearly labeled as described below. Any information that is not clearly identified as proprietary or confidential shall be deemed to be subject to disclosure pursuant to the PIA. Trade secrets or other confidential information, submitted as part of a Proposal, shall be clearly marked at each page it appears. Such marking shall be boldface type at least 14-point font.

3.11 PROPOSAL SUBMISSION DEADLINE.

THC will use the email receipt date and time stamp as the date/time when the emailed Proposal is received at THC in Austin (not when the Respondent sent the email). Proposals must be received by the date/time specified in Section 3.1 Schedule of Events. THC reserves the right to reject late submittals.

3.12 PROPOSAL EVALUATION AND AWARD.

3.12.1 Award. THC will award a Contract to a Respondent(s) whose Proposal is considered to provide best value to the State of Texas, as defined by Texas Government Code § 2155.074. THC reserves the right to award contract(s) to one or more Respondents. THC makes its award depending on what best serves the project needs.

3.12.2 THC Committee. A committee will be established to evaluate the Proposals. The committee will include employees of THC and others invited by THC to participate. THC reserves the right to award a Contract without any negotiations and reserves the right to not make awards. The evaluation committee will determine best value by applying the following criteria and assigned weighted values:

3.12.3 Best Value Factors. In determining the best value, THC shall consider the following best value factors:

• Item price, to include total cost of ownership, such as installation costs, lifecycle costs, and warranty provisions.

• Compliance with the stated specification(s) coupled with the quality and reliability of the goods and services, such as fitness for use that meets or exceeds customer expectations, and the characteristics of the product or services that bear on its ability to meet the stated/implied needs.

• Delivery terms and time frame from receipt of purchase order (PO).

• Probable performance indicators under the Contract, including past vendor performance, financial resources, and ability to perform, vendor experience or demonstrated capability and responsibility, references, and the vendor’s ability to provide reliable maintenance agreements and support.

• Other relevant factors, such as the vendor’s anticipated economic impact to the State or a subdivision of the State, including potential tax revenue and employment, the effect of a purchase on agency productivity, and the cost of any employee training associated with the purchase.

3.12.4 Best and Final Offers. The evaluation committee will determine if Best and Final Offers (BAFO) are needed. A Contract Award may be made without BAFOs. THC may, at its discretion, elect to have Respondents provide oral presentations and respond to inquiries from the evaluation committee related to their Proposals. A BAFO request is at the sole discretion of THC and will be extended in writing.

3.12.5 Evaluation Criteria. Proposal evaluation will be based on four (4) sets of criteria: Project Plan, Price Proposal Schedule, Respondent’s Comparable Experience (relevant to this project), and Respondent’s Assigned Staff Qualifications. Each of the criteria will be scored separately. THC will grant its award, depending on what best serves the needs of the project.

3.12.6 Past Performance. Points may be deducted based upon internal evaluations or other evidence of unsatisfactory past performance on THC contracts of the proposer or the proposer’s team. The Respondent(s) deemed to be the best value will be awarded a contract.

3.12.7 Tie Breakers. The following preferences are used in breaking tie proposals in accordance with current statutes: Texas Government Code §§ 2155.444, 2155.441, and 2156.010.

3.12.8 Cost to the State. Cost to the State of overall score will be scored based on the Price Schedule (Exhibit II). Price will be scored from lowest to highest with the lowest price receiving the maximum score.

3.13 SCORING CRITERIA.

Respondents must carefully read the information contained in the following criteria and submit a complete response to all questions in this Section. Incomplete responses may be considered nonresponsive and subject to rejection. The evaluation committee will determine the best value by applying the following criteria and assigned weighted values:

Criteria Number Criteria Description Weight One Project Plan 30% Two Price Proposal Schedule 30% Three Respondent’s Comparable Experience relevant to this project 30% Four Respondent’s Assigned Staff Qualifications and References 10%

• Criteria One – Project Plan (30%): Attach a project plan to provide the goods and services within the proposed timeline. Detail the approach to meet the requirements of the Scope of Work as specified in Section 2.3.

• Criteria Two – Price Proposal (30%): Use Exhibit II Contractor’s Price Schedule to provide pricing for all items indicated on the form. The highest point value in this criterion will be awarded to the lowest price.

• Criteria Three – Respondent’s Comparable Experience (30%): Use Exhibit VIII Contractor’s Qualification Statement form attached herein to describe a minimum of three (3) and a maximum of six (6) projects your company has completed, or at least 80% complete, within the past five (5) years.

This is to demonstrate your company’s capability to perform the work. List the projects in order of relevance, with the projects that best demonstrate your ability to complete this project listed first. For each project, provide all information requested on the form. If certain information is not applicable for a particular project (like a project that did not have an architect or engineer) note “N/A” in that box.

• Criteria Four – Respondent’s Assigned Staff Qualifications and References (10%): Use Exhibit IX References to include a minimum of three (3) and maximum of six (6) references from clients for whom similar services were rendered or goods were delivered. Include project description, contact names, position, company name and phone number for each reference listed. The Evaluation Committee, at its discretion, may follow up on references provided. Negative responses or inability to contact listed references using a Proposal’s information will be considered nonresponsive and may be grounds for disqualification.

Also, provide resumes for those assigned to the project, specifically the Project Manager (the primary point of contact at the Respondent’s main office) and the Site Superintendent (the person onsite full-time for the project’s duration). Resumes may be provided for other staff who will be assigned to other project roles, but clearly identify those of the Project Manager and Site Superintendent roles. Failure to do so may affect a Respondent’s score. By submitting this information, the Respondent certifies that the named staff will be assigned to the project. No substitutions will be permitted without advance THC approval.

3.14 PAST PERFORMANCE.

3.14.1 Pass/Fail Criteria. A Respondent’s past performance will be measured based upon pass/fail criteria, in compliance with applicable provisions of Texas Government Code §§ 2155.074, 2155.075, 2156.007, 2157.003, and 2157.125.

Respondents may fail these selection criteria for any of the following conditions:

• An unacceptable score in the Vendor Performance System

• Currently under a Corrective Action Plan through CPA

• Repeated negative Vendor Performance Reports for the same reason

• Canceled purchase orders (POs) in the previous 12 months for nonperformance, e.g. late delivery

3.14.2 Contractor Performance. Contractor performance information is located on the CPA website at:

https://www.comptroller.texas.gov/purchasing/programs/vendor-performance-tracking/

3.14.3 Reference Checks. THC may conduct reference checks with other entities regarding past performance.

In addition to evaluating performance through the Vendor Performance Tracking System (as authorized by 34 Tex. Admin. Code § 20.115), THC may examine other sources of vendor performance including, but not limited to, notices of termination, cure notices, assessments of liquidated damages, litigation, audit reports, and non-renewals of contracts. Any such investigations shall be at the sole discretion of THC, and any negative findings, as determined by THC, may result in non-award to the Respondent.

3.15 RFP PROTEST PROCEDURES.

The RFP protest procedures in this section are pursuant to 13 Tex. Admin. Code § 11.13:

This section provides an internal protest procedure to be used by any actual or prospective bidder, offeror, proposer, or contractor who is aggrieved in connection with the solicitation, evaluation, or award of a Contract by THC from a delegated procurement. The following procedures are available for persons or firms not awarded the Contract pursuant to authority delegated to THC by the Comptroller of Public Accounts or by Chapters 2155 – 2158, Texas Government Code. These procedures are consistent with the rules of the Comptroller of Public Accounts insofar as such rules are applicable to an internal agency review.

3.15.1 Any actual bidder or offeror who is aggrieved in connection with a Contract award may formally protest the award by submitting a protest to the Executive Director in accordance with the procedures in this section.

3.15.2 Any bid protest must be in writing and received in the care of the Executive Director within five working days after the bidder is notified that the award of a Contract is forthcoming or otherwise knows, or should have known, of the occurrence of the action which is protested.

3.15.3 Formal protests must conform to the requirements of and shall be resolved in accordance with the procedures set forth in this section.

3.15.4 In the event of a timely protest, THC will consider the protest and reply in writing before proceeding with the solicitation or with the Contract award unless the Executive Director determines that the award of the Contract without delay is necessary to protect substantial interests of the state.

3.15.5 If the Executive Director determines that a violation of the statutes or rules has occurred in a case where a Contract has been awarded, the Executive Director will inform the protesting party and other interested parties of that determination by letter. The letter will set forth the reasons for the determination and may set forth any appropriate remedial action, which may include canceling or voiding the Contract to the extent allowed by law.

3.15.6 A bid or a bid protest that is not submitted in a timely manner is not eligible for consideration under this section.

3.15.7 Address a formal protest to the Executive Director. The protest must be sworn and contain the following:

• A specific identification of a statutory or regulatory provision(s) that the action complained of is alleged to have violated;

• A specific description of each act alleged to have violated the statutory or regulatory provision(s) identified in the previous bullet;

• A precise statement of the relevant facts;

• An identification of the issue(s) to be resolved;

• An argument and authorities in support of the protest; and

• A statement that copies of the protest have been mailed or delivered to all other identifiable interested parties. Upon request, THC will furnish to the requestor a list of interested parties, as reflected in the records of THC.

3.15.8 The Executive Director may request additional information from the party submitting the protest, any other interested party, or commission staff.

3.15.9 If the protest is not resolved by mutual agreement, the Executive Director will issue a written determination of the protest.
