About this opportunity

The Texas Parks and Wildlife Department (TPWD) issued an Invitation for Bid (IFB) for the procurement of three 17-foot aluminum flat-bottom center console mud boat packages designed for shallow water operation in light vegetation. Each package consists of three separately line-itemized components: a boat (examples include Pro-Drive 17x54 SBX-Series or Gator Tail Enforcement Series 1754), a 40-horsepower surface drive outboard motor (examples include Pro-Drive RSCX40VAR or GTR40XD-EFI), and an aluminum or galvanized trailer (examples include McClain, Magic Tilt, or Coastline). All equipment must be new, meet 33 CFR Part 183 and U.S. Coast Guard flotation requirements, and include hydraulic steering, marine-grade wiring per ABYC standards, LED lighting systems, bilge pumps, and comprehensive console controls. Two packages are to be delivered to TPWD LE Region 7 Office in Temple, Texas, and one package to TPWD LE Special Operations Office in Austin, Texas, with pre-delivery inspection required at the vendor's facility prior to shipment. The bid deadline is 2:00 PM Central Time on June 2, 2026, with submissions accepted via email to Purchasing.BidBox@tpwd.texas.gov or by mail to TPWD Purchasing and Contracting at 4200 Smith School Road, Austin, Texas 78744. All bids must provide separate line-item pricing for the boat, motor, and trailer for property reporting purposes, with freight charges FOB destination included in quoted prices; TPWD reserves the right to award based on lowest line-item bid, lowest total, or any combination serving the state's best interest. Payment will be made within 30 days of invoice receipt and acceptance of goods.

Respondents must be actively licensed marine dealers, manufacturers, or manufacturers' authorized distributors, and all equipment must be covered by manufacturer's standard warranty with no re-manufactured or "gray market" items acceptable. Respondents claiming service-disabled veteran ownership, Texas bidder status, or other state preferences must document their eligibility to receive consideration for set-aside designations. The contract is subject to standard TPWD General Terms and Conditions, including compliance with E-Verify employment verification, drug-free workplace requirements, state procurement laws, and all applicable federal and state regulations. No specific incumbent vendors or existing infrastructure requirements are identified in this procurement. The contract commences upon issuance and expires upon delivery and final acceptance by TPWD, with bids binding for 60 business days. TPWD reserves the right to terminate the contract for convenience with 30 days' notice or for cause due to non-performance, and may increase or decrease quantities prior to award based on bid results and budget constraints. Specific budget or award value ranges are not disclosed in the solicitation documents.
