About this file
This Invitation for Bid (IFB) is issued by the Texas Parks and Wildlife Department (TPWD) for the procurement of three 17-foot aluminum flat-bottom center console mud boat packages, including outboard motors and trailers. The solicitation seeks complete packages designed for shallow water operation with light vegetation, with each package consisting of a boat (examples: Pro-Drive 17x54 SBX-Series or Gator Tail Enforcement Series 1754), a 40-horsepower surface drive outboard motor (examples: Pro-Drive RSCX40VAR or GTR40XD-EFI), and an aluminum or galvanized trailer (examples: McClain, Magic Tilt, or Coastline). All boats must conform to 33 CFR Part 183 and U.S. Coast Guard flotation requirements, feature hydraulic steering, marine-grade wiring per ABYC standards, LED lighting systems, bilge pumps, and comprehensive console controls. Delivery is required to two locations: two packages to TPWD LE Region 7 Office in Temple, Texas, and one package to TPWD LE Special Operations Office in Austin, Texas. The bid deadline is 2:00 PM Central Time on June 2, 2026, with responses binding for 60 business days. Bids may be submitted via email to Purchasing.BidBox@tpwd.texas.gov or by mail to TPWD Purchasing and Contracting at 4200 Smith School Road, Austin, Texas 78744. A pre-delivery inspection at the vendor's facility is required prior to shipment, with TPWD covering initial inspection travel costs; vendors are responsible for any additional inspection travel expenses. Contract commences upon issuance and expires upon delivery and final acceptance by TPWD.
All bids must include line-item pricing for the boat, motor, and trailer separately for property reporting purposes, though delivery shall occur as fully assembled units. Freight charges are FOB destination and must be included in quoted prices; vendors may optionally quote pickup pricing if located near delivery sites, with TPWD determining best value at award. TPWD reserves the right to award on lowest line-item bid, lowest total, or any combination serving the state's best interest, and award is contingent upon the successful respondent being an actively licensed marine dealer, manufacturer, or manufacturer's authorized distributor. No re-manufactured or "gray market" items are acceptable; all equipment must be new and covered by manufacturer's standard warranty. Respondents claiming service-disabled veteran ownership, Texas bidder status, or other state preferences must document eligibility. Payment will be made within 30 days of invoice receipt and acceptance of goods, with invoices submitted to Texas Parks & Wildlife Accounts Payable at 4200 Smith School Road, Austin, Texas 78744. The contract is subject to standard TPWD General Terms and Conditions including compliance with E-Verify employment verification, drug-free workplace requirements, state procurement laws, and all applicable federal and state regulations. TPWD may terminate the contract for convenience with 30 days' notice or for cause due to non-performance, and retains the right to increase or decrease quantities prior to award based on bid results and budget constraints.
