About this opportunity

The Texas Parks and Wildlife Department (TPWD) is soliciting bids for the procurement of two new 2026 Over-the-Axle Tilt Bed Equipment Trailers with required accessories to support operations at its Inland Fisheries division. The trailers will be utilized to transport vehicles, mowers, golf carts, and utility vehicles at hatchery locations and must meet specific dimensional and capacity requirements, including approximately 288 inches in length, 102 inches in width, a minimum payload capacity of 9,050 pounds, and a gross vehicle weight rating of approximately 14,000 pounds. Referenced examples include Big Tex Trailer World 140T-24BK or MAXX-D T6X 6" Power Equipment Tilt Trailer with the G09 GVWR option, or TPWD-approved equivalents. Bids must be submitted by 2:00 PM Central Standard Time on April 14, 2026, either electronically to Purchasing.bidbox@tpwd.texas.gov or by mail/hand delivery to TPWD's Purchasing and Contracting office at 4200 Smith School Road, Austin, TX 78744. Delivery is required to John D. Parker East TX Fish Hatchery at 900 CR 218, Brookeland, TX 75931, and delivery schedule is a factor in award determination. Award will be made on a best value basis considering lowest price, ability and qualifications to meet requirements, delivery schedule, and past performance. All equipment must be new only with manufacturer's standard warranty for government use commencing upon acceptance, and the state will conduct acceptance inspection and performance testing within five working days of receipt.

All pricing must be provided on an F.O.B. destination basis, with unit prices including all applicable shipping, handling, fuel surcharges, delivery fees, and tariffs, though the state reserves the option to pick up trailers at the vendor's location if located in close proximity to the delivery destination to save freight charges. Bidders must provide delivery terms with their response, specify the year, make, model, and warranty of the proposed equipment, and demonstrate that offered products meet all salient characteristics of the specifications using supporting documentation and product specification sheets. No re-manufactured or gray market items are acceptable. Responses are binding for 60 business days from the bid due date of April 14, 2026, and the contract will commence upon issuance and automatically expire upon agreed delivery and final acceptance by TPWD. The procurement document does not specify any set-aside designations, restrictions on bidder types, incumbent vendors, existing infrastructure requirements, or specific award values or budget ranges.
