About this opportunity

The Texas School for the Blind and Visually Impaired (TSBVI) is requesting proposals for residential student and chaperone weekly transportation services under RFP 771-WEH-26-0003, with proposals due July 3, 2026 at 3:00 PM and a mandatory letter of intent due June 17, 2026 by 2:00 PM.

The scope comprises two charter bus routes operating on a weekly basis during the academic year: Route 1 serving Fort Worth with stops in Belton and Waco, and Route 2 serving Dallas. Route 1 requires a 56-passenger bus; Route 2 requires a 56-passenger bus with wheelchair lift. Homegoing trips operate Thursday or Friday with return trips Sunday or Monday. Service commences July 15, 2026, with a contract term running August 21, 2026 through August 31, 2027, and four optional one-year renewals available through August 31, 2031. TSBVI may extend the contract up to twelve months if necessary.

Minimum qualifications include three years of professional transportation experience; contracts with at least three different entities within the past five years; Texas commercial driver's licenses with passenger endorsements for all drivers; good financial standing; and fleet buses no more than six years old. Drivers must hold at least three years of experience working with individuals with disabilities and pass background checks complying with Texas Education Code 22A.055.

Pricing is submitted on a per-route, per-mile basis with total term cost estimates based on approximately 36 travel days annually. Comprehensive insurance is required: workers compensation, commercial general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit, with TSBVI listed as additional insured.

Evaluation weights responses 20 percent for past performance and qualifications, 40 percent for compensation and fees, and 40 percent for price. No HUB subcontracting opportunities exist. Written answers to inquiries will be provided by June 22, 2026. TSBVI reserves the right to award to a single or multiple contractors based on best value determination.
