About this file

This is a Solicitation Amendment issued by the Texas School for the Blind and Visually Impaired (TSBVI) for RFP 771-WEH-26-0003 regarding Residential Student and Chaperone Weekly Transportation Services. Amendment No. 1, dated June 26, 2026, modifies the original RFP requirements to mandate wheelchair lifts on both the Dallas and Fort Worth routes, with corresponding updates to Exhibits B1 and B2. Proposals are due July 3, 2026 at 3:00 PM, with a mandatory letter of intent due June 17, 2026 by 2:00 PM. The contract term runs from August 21, 2026 through August 31, 2027, with four optional one-year renewals available through August 31, 2031. Service commences July 15, 2026, and comprises two charter bus routes operating on a weekly basis during the academic year, with Route 1 serving Fort Worth and Route 2 serving Dallas, both requiring 56-passenger buses with wheelchair lift capability.

Respondents must acknowledge the amendment by signing and submitting it with their proposals and must adjust their cost estimates accordingly to reflect the wheelchair lift requirement on both routes. All proposals are deemed submitted with full knowledge of this modification and all supplemental data. Pricing is submitted on a per-route, per-mile basis with total term cost estimates based on approximately 36 travel days annually. The evaluation methodology weights responses 40 percent for compensation and fees and 40 percent for price, with 20 percent for past performance and qualifications. Minimum qualifications include three years of professional transportation experience, contracts with at least three different entities within the past five years, and valid Texas commercial driver's licenses with passenger endorsements. TSBVI reserves the right to award to a single or multiple contractors based on best value determination.
