About this opportunity

Angelo State University's Department of Agriculture is issuing a Request for Bid for the procurement of one new 12-passenger fleet service and maintenance van. The vehicle must be a 2025 or 2026 model year from either Ford or Chevy manufacturers and must be painted white per university policy. Required specifications include air conditioning, heater, automatic transmission, airbags, power brakes, floor mats, bed liner, power steering, tow package, cruise control, cloth seats, and a V8 engine. Sealed proposals must be submitted by March 31, 2026, at 2:00 PM at the university's Contracts Office, with a purchase deadline of April 3, 2026. Bidders must provide comprehensive documentation including vehicle sales brochures, manufacturer window stickers, warranty information, fuel economy data, dealership service capabilities, and delivery timelines. The university will prioritize in-stock units during evaluation. Evaluation criteria are weighted as follows: pricing (50%), delivery date (10%), fuel mileage (20%), availability and ease of service and warranty work (10%), and features and options (10%). Angelo State University reserves the right to reject bids that do not meet specified delivery dates and will not automatically award to the lowest bidder.

The solicitation document does not indicate any set-aside designations or restrictions limiting responses to disadvantaged enterprises or other specialized vendor categories. Two trade-in vehicles are available for valuation: a 2007 Chevy 12-passenger van with 160,000 miles and a 2010 Chevy Express van with 224,542 miles, both currently non-operational. Bidders must physically inspect these trade-in vehicles at the ASU MIR Center and provide independent valuations; any accepted trade-in value will be deducted from the final sale price. Angelo State University is exempt from state sales tax. No incumbent vendor or award value is listed in the procurement document. For additional information or inquiries, bidders should contact Dr. Cody Scott at 325-656-1851 or cody.scott@angelo.edu.
