About this opportunity
Lamar University, located in Beaumont, Texas, has issued a Request for Qualifications (RFQ) for the selection of qualified firms to provide Indefinite Delivery-Indefinite Quantity (IDIQ) HVAC Testing, Adjusting and Balancing (TAB) Professional Engineering Services. The procurement seeks firms capable of delivering comprehensive testing, adjusting, and balancing services for renovation, repair, minor construction, and maintenance projects across the university's campus on either an hourly fee or lump sum basis. Qualified respondents must demonstrate strong capabilities in HVAC systems analysis and optimization, with deliverables including performance testing, system adjustments, and balanced airflow documentation. Evaluation criteria are weighted as follows: statement of qualifications and availability (10%), ability to provide IDIQ services (10%), qualifications of assigned personnel (35%), performance on past representative projects (30%), and knowledge of best practices (15%). All qualifications must be submitted by April 29, 2026 at 2:00 p.m. CDT to Lamar University Procurement Services, with the top four ranked respondents potentially selected for interviews. The resulting contract will have a two-year initial term with options for two additional one-year extensions, and pricing will be negotiated after selection based on qualifications alone.
Respondents must submit a Historically Underutilized Businesses (HUB) Subcontracting Plan as a separate attachment, with failure to submit resulting in automatic disqualification. All firms must comply with multiple Texas Government Code requirements, including franchise tax certification, non-discrimination provisions, non-boycott verifications regarding Israel and energy companies, firearm industry non-discrimination affirmations, vaccine passport prohibitions, and critical infrastructure compliance certifications. The solicitation does not identify any incumbent vendors or current contractors, nor does it reference specific existing infrastructure requiring integration beyond standard HVAC systems. The total contract value is not to exceed $2,000,000 across the entire contract life, representing a substantial budget for qualified firms. Lamar University reserves the right to increase the monetary limit and to reject any or all qualifications, re-solicit, or abandon the solicitation at its discretion. All properly submitted qualifications will become public information subject to the Texas Public Information Act upon solicitation completion, and respondents bear all costs associated with qualification preparation.
