Quantity-Indefinite Delivery (“IDIQ”) HVAC Testing, Adjusting and Balancing (“TAB”)

Professional Engineering Services and related technical support for renovation, repair, minor construction and maintenance projects, and other miscellaneous technical assignments for projects varying in size, complexity and scope on the University’s campus in Beaumont, Texas on an hourly fee or lump sum basis as needed by the University. The Service Provider will render these services to the University as needed, with no minimum or maximum amount of services specified. In particular, the Service Provider must be prepared to assign at least one person with significant project planning and management experience to be available as the point of contact for all efforts at the University institution. An agreement with the selected firm(s) will be issued as an indefinite quantity indefinite delivery Professional Services Agreement with a two (2) year initial term and an option for the University to extend the contract for two (2) additional one (1) year terms.

The total value of the Contract term shall not exceed Two Million Dollars and Zero Cents

($2,000,000) for the total life of the contract. However, the University reserves the right to increase this monetary limit. This solicitation sets forth the terms, conditions, and requirements for prospective Service Providers to be considered for this work. (Prospective Service Providers are hereinafter referred to as “Respondents”).

1.1.1 Collecting Qualifications in response to this Request for Qualifications (“RFQ”) is the first step in selecting the Service Provider(s). This RFQ provides the information necessary for

Respondents to prepare and submit Qualifications for consideration and initial ranking by the University. In the next step the University will determine an initial ranking of the

Respondents. If the initial ranking of the Respondents is reasonably conclusive, the

University may make a “most qualified” selection based upon the written Qualifications only. If not, then the University may conduct interviews with a “short list” of Respondents.

1.1.2 The University may select up to four (4) of the top ranked qualified Respondents to participate in an interview with the University to confirm and clarify the Qualifications submitted and to answer additional questions. The University will then rank the interviewed Respondents in order to determine the most qualified Respondent(s).

1.1.3 After selecting the most qualified Respondent(s) the University will negotiate the services to be provided by the TAB and a suitable fee schedule for those services.

1.2 PUBLIC INFORMATION: All information, documentation, and other materials submitted in response to this solicitation are considered non-confidential and/or non-proprietary and are subject to public disclosure under the Texas Public Information Act (Texas Government Code, Chapter

552.001, et seq.) after the solicitation is completed. The University complies with all statutes, court decisions, and opinions of the Texas Attorney General with respect to disclosure of RFQ information. Additionally, pursuant to the provisions of Texas Government Code Section

2261.253, the contract resulting from this solicitation will be posted on the University’s website.

1.3 TYPE OF CONTRACT: Any contract resulting from this solicitation will be in the form of the

University’s Standard Indefinite Delivery Indefinite Quantity Professional Services Agreement, a copy of which is attached to this solicitation (Attachment A). The sample agreement should be viewed as a draft and is subject to changes.

1.4 CLARIFICATIONS AND INTERPRETATIONS: Discrepancies, omissions or doubts as to the meaning of RFQ documents shall be communicated in writing to the University for interpretation.

Any responses to inquiries, clarifications, or interpretations of this RFQ that materially affect or change its requirements will be posted by the University as a written addendum. All such addenda issued by the University before the proposals are due become part of the RFQ. Respondents shall acknowledge receipt of and incorporate each addendum in its Qualifications. Respondents shall be required to consider only those clarifications and interpretations that the University issues by addenda. Interpretations or clarifications in any other form, including oral statements, will not be binding on the University, and should not be relied on in preparing Qualifications. It is the responsibility of all Respondents to check the status of formal addenda seven (7) calendar days before the submittal deadline. The deadline for the receipt of written questions and submittal deadline is stated in Section 2.4.

1.4.1 ADDENDA AND AWARD INFORMATION, WILL BE ISSUED BY THE

SECTION 2 – EXECUTIVE SUMMARY

2.1 HISTORICAL BACKGROUND: Lamar University in Beaumont, Texas was founded in 1923 a few blocks from the current location as South Park Junior College and enrolled 125 students in its first fall semester. The name changed to Lamar College in 1932 in honor of Mirabeau B. Lamar, second president of the Republic of Texas and the “Father of Education” in Texas. In the early 1940s, Lamar separated from the South Park school district, which had created the college, and moved to its current location.

In 1951, the school became Lamar State College of Technology, a state-supported four-year institution, the first junior college in Texas to make such a transition. Lamar experienced tremendous growth during the 1950s and 1960s in both the number of students and the number of buildings on campus.

Lamar’s stature as a research institution continued to grow with the introduction in 1970 of its first doctoral program. In 1971, the name changed to Lamar University. During the 1970s, the university began operating branch campuses in Port Arthur and Orange, which later became separate institutions. During the 1980s, the university was part of the Lamar University System.

Lamar University joined The Texas State University System in 1995. In the early to mid 2000s, the university experienced another period of significant growth, adding a host of facilities to improve campus life, attracting generous donations from alumni and friends and prestigious research grants to improve scholarship and teaching, while setting repeated enrollment records.

In more recent years, Lamar has experienced another wave of growth with the completion of five major capital projects, numerous renovations and upgrades of existing facilities and the purchase of

13 acres of commercial property adjacent to campus for future growth.

LU offers more than 100 programs of study leading to bachelor’s, master’s and doctoral degrees, is a recognized leader in online education and has been designated as a Doctoral Research University by the Carnegie Foundation for the Advancement of Teaching. The 283-acre campus in Beaumont is about 90 miles east of Houston and about 25 miles west of Louisiana.
