About this opportunity

Lamar University, through the Board of Regents of The Texas State University System, is issuing a Request for Qualifications (RFQ) for an Indefinite Delivery-Indefinite Quantity (IDIQ) contract to procure Mechanical, Electrical, and Plumbing (MEP) professional engineering services for campus projects. The scope of work encompasses comprehensive MEP engineering services including pre-project planning, cost estimating, programming, schematic design, design development, construction document preparation, bidding assistance, and construction phase administration for planning, design, renovation, and new construction projects on the university's campus. Services may be provided on either an hourly fee or lump sum basis as needed, with deliverables including electronic files and printed copies of drawings, specifications, and record documents that become the property of the Owner upon completion. Qualified respondents will be evaluated based on five equally weighted criteria: statement of qualifications and availability (10%), ability to provide IDIQ MEP services (10%), qualifications of assigned personnel and their roles (30%), performance on past representative projects (35%), and knowledge of best practices (15%). Respondents must maintain professional licensure and registration as required by Texas law and assign at least one person with significant project planning and management experience as the primary point of contact. The submission deadline for qualifications is April 9, 2026, at 2:00 p.m. Central Daylight Time, with a written questions deadline of March 25, 2026, at 12:00 p.m. (CDT). The evaluation timeline includes a short-list announcement on April 16, 2026, interviews on April 23, 2026, final selection on April 30, 2026, and contract execution by May 7, 2026. Notably, the addendum clarifies that all respondents will be considered for evaluation regardless of previous IDIQ contract experience, and MEP firms may submit as prime contractors without requiring a full subconsultant team.

Respondents must submit a Historically Underutilized Businesses (HUB) Subcontracting Plan as a mandatory requirement for consideration, as this procurement is expected to exceed $100,000 with probable subcontracting opportunities. The HUB Subcontracting Plan requires bidders to disclose subcontracting intentions, identify specific work portions to be subcontracted, and specify the percentage of contract value awarded to Texas-certified HUBs versus non-HUB vendors. Respondents may demonstrate good faith effort through three pathways: awarding all subcontracting work exclusively to certified HUBs, meeting the agency-specified HUB goal through a combination of HUB and non-HUB subcontractors, or providing justification when HUB goals cannot be met. Additionally, the contract requires compliance with various state certifications including franchise tax status verification, non-discrimination requirements, cybersecurity training, and Iran and foreign terrorist organization sanctions verification. The IDIQ contract will have an initial two-year term with two optional one-year renewal periods, for a potential total contract value not to exceed $2,000,000 over the life of the contract. Pricing and fees will not be evaluated as part of the qualifications selection process; rather, fee schedules will be negotiated separately with the most qualified respondent(s) after selection. The University reserves the right to increase the monetary limit and may select up to four qualified respondents for further consideration through interviews.
