About this file
This is an Addendum #1 to a Request for Qualifications (RFQ) issued by the State of Texas for Mechanical, Electrical and Plumbing (MEP) Professional Engineering Services under IDIQ Contract #734-03162026-KM. The RFQ seeks qualified MEP firms to provide professional engineering services on an indefinite delivery, indefinite quantity (IDIQ) basis. The submittal due date is April 9, 2026, at 2:00 p.m. Central Daylight Time.
The addendum clarifies two critical qualifications matters in response to bidder inquiries. First, all respondents will be considered for evaluation regardless of whether they have previous IDIQ contract experience, despite Criterion Four (Section 3.4.1) comprising 35 percent of the weighted scoring evaluation. Second, MEP firms may submit as prime contractors without requiring a full subconsultant team; however, if additional consultants are needed for individual work orders, the prime contractor must provide an updated Historically Underutilized Business (HUB) plan to address subconsultant requirements on a work-order-specific basis.

QUESTIONS
1. For Criterion Four, 3.4.1, will our firm be considered if we have not had any previous
IDIQ contracts? I see this Criterion is worth 35% of the weighted score.
Response: All respondents will be considered.
2. In the RFQ, it says “2.3.6 Architectural, structural, mechanical, electrical, plumbing, civil and other subconsultants as may be necessary to the MEP in fulfillment of its work order.” Our question is: Can an MEP Firm submit as prime or need sub for an entire team?
Response: An MEP firm can submit as a prime. Should other consultants be needed for an individual work order, the prime would need to provide an updated HUB plan.
