Specific deliverables encompass conducting inspection and assessment of the existing track surface, removing debris and vegetation, repairing structural damage, filling cracks and patching deteriorated sections, leveling uneven areas, applying new surfacing materials with required base and topcoat layers, and painting lane lines and event-specific markings in compliance with NFHS and NCAA standards. Bidders must submit one paper original, one paper copy, and a flash drive copy of their bid response to Thomas Britt at Texas Southern University's Purchasing Department, Mack O. Hannah Hall Suite 333, 3100 Cleburne Street, Houston, Texas 77004 by 11:00 a.m. Central Time on Tuesday, May 26, 2026, with inquiries due by 12:00 p.m. noon Central Time on Tuesday, May 19, 2026. Award will be made to the vendor offering the most advantageous proposition based on best value standards, and the university reserves the right to waive minor technical inconsistencies, award to multiple vendors, and terminate the contract with thirty days' written notice. Respondents must certify a fixed maximum percentage of escalation for initial and subsequent contract terms (with zero percent escalation assumed if not specified), provide at least three references documenting successful completion of similar projects with client contact information, and certify compliance with Executive Order GA-48 regarding foreign adversary restrictions.

Vendors are encouraged to identify state preferences including options for Texas-produced goods, American-made supplies, historically underutilized businesses, and products made from recycled materials. The contract documents establish mandatory certifications regarding antitrust compliance, tax status, conflicts of interest, terrorist financing restrictions, drug-free workplace requirements, immigration law compliance, and E-Verify employment eligibility verification for service contracts. Additionally, respondents must comply with accessibility standards and equipment recycling programs as specified in TSU's standardized Terms and Conditions. No specific budget range or award value is listed in the solicitation documents; however, the university reserves the right to accept or reject any or all bids and may extend any contract up to three additional months at its sole discretion.
