About this opportunity
Texas Southern University (TSU), a state entity, is issuing Request for Qualifications (RFQ) #717-26-736 for a Digital Accessibility Training & Compliance Coordinator position. This procurement seeks to establish a one-year contract with two optional single-year renewals to design and deliver a comprehensive digital accessibility program aligned with WCAG 2.1/2.2 AA standards. Key service deliverables include governance setup, tiered training programs for faculty, staff, administrators, and student content creators, web and mobile accessibility audits, vendor compliance management through VPAT intake and screening, development of Equally Effective Alternative Access Plans (EEAAPs), communications support, policy drafts, training curricula, audit reports, remediation guidance, contract language addenda, and interim and annual accessibility reports. Work will be performed on a hybrid basis, combining on-site sessions in Houston with remote services. Evaluation will be conducted on a best-value basis with two equally weighted criteria: Experience of Firm/Person (50 percent) and Qualifications of Key Personnel & Proposed Approach (50 percent). The submission deadline for qualifications has been extended to 11:00 a.m. Central Time on Monday, April 6, 2026, with questions due by Monday, March 30, 2026, at 12:00 noon. Respondents must submit one paper copy and one flash drive version of their qualifications, including company background, higher education and public sector experience, digital accessibility training and compliance portfolio examples with at least five references, and disclosure of any debarments, protests, or litigation within five years. Respondents must carry Workers Compensation Insurance and Commercial General Liability Insurance with minimum limits of $500,000 per occurrence and $1,000,000 general aggregate, provided by Texas-licensed companies with "A" ratings from Best.
The RFQ does not specify set-aside designations or restrictions limiting the types of organizations that can respond, meaning both minority-owned and non-minority enterprises are eligible to bid. No incumbent vendors or current contractors are identified in the solicitation documents. The procurement documents do not include pricing information or stated budget ranges for this engagement. TSU reserves the right to award without Best and Final Qualifications (BAFO), to award to multiple vendors, or to make no award. All submitted qualifications become TSU property and will not be returned; qualifications remain valid for 90 days or until selection is made, whichever occurs first. Respondents are required to comply with all applicable Texas and federal laws, including antitrust compliance, conflict of interest disclosures, immigration verification, drug-free workplace standards, and debarment certifications, as outlined in the TSU Terms and Conditions document.
