About this opportunity

The Texas General Land Office has issued a Request for Qualifications (RFQ) for Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to remove derelict vessels along the Texas Gulf Coast. The procurement targets vessels involved in unauthorized oil discharge, posing threats to public health, safety, welfare, or environmental conditions, or creating navigation hazards under Texas Natural Resources Code Section 40.108. Qualified contractors will provide vessel removal, transportation, and disposal services on an as-needed basis, with no guaranteed work volume. Minimum qualifications require respondents to demonstrate five years of recent marine services experience, proven compliance with project schedules and budgets, relevant sunken vessel experience within the past five years, and active registration with SAM.gov with a valid Unique Entity Identifier. Responses, due April 30, 2026, at 2:00 p.m. CT, must include a Statement of Qualifications and a VetHUB Subcontracting Plan submitted as PDF files through a designated Box URL. Evaluation criteria weight relevant experience and qualifications at 50 percent, schedule compliance history at 20 percent, budget compliance history at 20 percent, and safety record at 10 percent. The GLO will announce intent-to-award on May 22, 2026, with contract negotiation and execution scheduled for May 25-June 30, 2026, and a contract term extending from August 31, 2026 (or execution date, whichever is later) through May 31, 2031.

All selected contractors must maintain comprehensive insurance coverage including $1 million commercial general liability per occurrence, $2 million aggregate, $1 million combined single limit auto insurance, statutory workers' compensation, $1 million contractor's pollution liability, statutory Longshore and Harbor Workers' insurance, and $500,000 marine contractor's liability. A VetHUB subcontracting goal of 1.0 percent has been established, requiring respondents to submit good-faith subcontracting plans. Respondents must identify any geographic service limitations and demonstrate capability to service the entire Texas Gulf Coast. No cost proposals are required with initial submissions; pricing and work plans are submitted only upon GLO issuance of specific work orders with associated Requests for Work Order Proposals. The GLO makes no guarantee of work volume or usage, and all contracts are contingent upon appropriations availability. No incumbent vendors, budget ranges, or award values are listed in the solicitation.
