About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by the Texas General Land Office for Indefinite Delivery/Indefinite Quantity (IDIQ) derelict vessel removal services along the Texas Gulf Coast. The GLO seeks qualified contractors to provide removal, transportation, and disposal services for abandoned vessels in coastal waters affected by tides, extending 10.3 statute miles offshore. No specific vessels have been identified at this time; removal operations will be contingent upon future vessel identification and will be handled through individual work orders. Responses are due April 30, 2026, at 2:00 p.m. CT, with intent-to-award announced May 22, 2026, contract negotiation scheduled for May 25-June 30, 2026, and a contract term extending from August 31, 2026 (or execution date, whichever is later) through May 31, 2031. The solicitation encompasses Class 926-Item 45, Class 959-Item 53, and Class 959-Item 77.

Addendum No. 1 clarifies that no budget has been established for this RFQ, no incumbent vendors exist, and cost proposals shall not be submitted with initial responses. Vendors must submit geographic service limitations and demonstrate capability to service the entire Texas Gulf Coast, with derelict vessels defined as abandoned vessels up to 80 linear feet in size. Respondents must provide Statements of Qualifications and VetHUB Subcontracting Plans with a 1.0 percent subcontracting goal; subcontracting itself is not mandatory if companies self-perform with appropriate documentation. Pricing and work plans specific to individual work orders will be requested only upon GLO identification of removal needs. All work is planned rather than emergency-based, with GLO Oil Spill Division representatives present during removals and side-scan sonar verification required. Required insurance includes $1 million commercial general liability, $2 million aggregate, $1 million auto liability, statutory workers' compensation, $1 million pollution liability, and $500,000 marine contractor's liability.

Question # 19 How much flexibility is there in adding subcontractors post-award? (Section 2.3)

Answer # 19 Subcontractors should align with the approved VetHSP and the documented good faith effort submitted with the proposal. However, subcontractor additions or changes after award are permitted as project needs evolve.

Any addition, removal, or substitution of subcontractors must be submitted though an HSP Change Request process and approved by the GLO prior to the subcontractor performing the work. All updates must continue to support compliance with the VetHUB goal and maintain a documented good faith effort.
