The system incorporates NEMA TS-2 compliance, FCC Part 15 Class A certification, ISO 9001:2015 certification, and a three-year limited warranty. All pricing must be submitted on a firm, all-inclusive, fixed-price basis with costs F.O.B. destination, freight prepaid and included in unit prices. The solicitation opened March 24, 2026, with questions due by March 26, 2026, TxDOT responses posted by March 30, 2026, and bid submission deadline April 7, 2026, at 3:00 PM Central Time, with anticipated contract award on April 30, 2026. The procurement includes tie-breaking preferences prioritizing Texas-produced supplies and services, USA-produced materials, products from economically disadvantaged areas, veteran-owned businesses, and environmentally sensitive or recycled products; however, no HUB subcontracting plans are required. No performance and payment bonds, security requirements, financial requirements, or insurance requirements are applicable to this solicitation. Respondents must be registered through the Euna Procurement website and included on the Texas Comptroller of Public Accounts' Centralized Master Bidders List (CMBL); vendors new to TxDOT procurement must apply for CMBL inclusion. All responses must include a completed Execution of Bid form certifying compliance with state and federal laws, the Texas Family Code Schedule providing information on ownership interests and child support compliance, acknowledgment of any addenda, and the required bid table submitted through the Euna Procurement system in original Excel format. Purchases are exempt from state and local sales tax and federal excise tax. The solicitation document does not specify an estimated contract value or budget range for this procurement.
