About this opportunity
The Texas Department of Transportation (TxDOT) Corpus Christi District issued Request for Offer (RFO) No. 601320000068627 to establish a contract for ICCU All Cabinet Packages and APS Push Button Parts. This is a re-advertisement of a previous solicitation (601320000067683). The procurement requires vendors to supply two specific line items: five units of ICCU shelf model push button stations with complete hardware kits, power supplies, and cabinet packages (DMS-11132), and 48 units of solid yellow 9-inch by 12-inch pedestrian push button stations with navigator buttons and 2-wire configuration (Polara P/N EN29ONO-Y or equal, specification TO-6019). Products must comply with departmental material specifications DMS-11132 and TO-6019, which establish minimum design and performance requirements for Accessible Pedestrian Signals (APS) systems and pedestrian push button hardware. Manufacturers must be ISO 9001:2008 certified or the latest revision and must submit products for pre-qualification testing before approval for use on TxDOT projects, including samples with all components, four pushbutton stations, installation wiring guides, user manuals, and a 60-month full warranty. Pricing must be submitted on a firm, fixed-price basis with all costs included on an F.O.B. destination, freight prepaid basis, and unit pricing and lead time information must be provided for each line item. The solicitation opened on March 4, 2026, with a deadline for question submission by March 6, 2026, and TxDOT's response to questions posted by March 11, 2026. Responses are due by March 18, 2026, at 3:00 PM Central Time, with a tentative contract award date of May 8, 2026. Delivery must be made to the TxDOT Corpus Christi District office located at 1701 S Padre Island Drive, Corpus Christi, Texas 78416, between 8:00 AM and 5:00 PM Monday through Thursday, excluding state and federal holidays. TxDOT will evaluate responses based on best value criteria, including compliance with specifications, vendor performance rating through the CPA Vendor Performance Report, and other specified factors in the Terms and Conditions.
The solicitation permits optional preference claims under Texas Administrative Code Rule 34TAC 20.306 for Texas resident and product preferences, economically disadvantaged business preferences, service-disabled veteran ownership, air quality standards, recycled materials, energy efficiency, and nutritional value specifications. Respondents must complete multiple compliance documents including the Execution of Offer form, which requires certification that the entity is not debarred or suspended from federal procurement, has not violated anti-trust laws, does not have conflicts of interest with state agency personnel, and is not listed on terrorism watch lists or OFAC's Specially Designated National list. The Texas Family Code Schedule must also be completed to verify child support compliance obligations, requiring names and Social Security numbers for any individual or business entity holding at least twenty-five percent ownership interest. Respondents must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List (CMBL) and have applicable NIGP class and item codes selected. No HUB Subcontracting Plan, performance bonds, insurance, or financial requirements are applicable to this solicitation. No incumbent vendors or current contractors are identified in the solicitation documents, and no specific contract award values or budget ranges are disclosed. Responses must be submitted through the Euna Procurement system, with technical support available at support.bonfire@eunasolutions.com, and all submissions must include a bid table, execution of offer, Texas Family Code Schedule, compliance documentation, assumptions schedule, and exceptions schedule.
