About this opportunity

The Texas Department of Transportation (TxDOT) Traffic Safety Division is soliciting qualified vendors to supply traffic signal controller parts on an as-needed basis for delivery to the TxDOT Athens Regional Distribution Center in Athens, Texas, under Request for Offer (RFO) 601290000033483. The procurement seeks Malfunction Management Unit (MMU) Smart Monitor equipment with 12/16 channel LCD capability designed to fit NEMA TS-2 and TS-1 standards in compliance with the Manual on Uniform Traffic Control Devices (MUTCD), with an initial requirement of 25 units in electronic format. All materials must be pre-qualified through TxDOT's Traffic Engineering Section and appear on the approved Material Producer List (MPL), requiring submission of one complete cabinet assembly for testing including 48-hour or 96-hour burn-in periods and compliance verification with NEMA TS 2-2003 standards. Equipment must feature fully actuated, solid-state controllers with 16-phase capability, internal time-based coordination, railroad and emergency vehicle preemption capabilities, LCD displays with minimum 40-character by 4-line capacity, aluminum cabinet construction with minimum 3.2-mm thickness, thermostatically controlled cooling fans, surge protection devices rated for 20,000-ampere peak surge current, and a minimum five-year manufacturer warranty with no less than 95% warranty remaining at invoice submission. All pricing must be submitted on a firm, fixed-price, all-inclusive basis with F.O.B. destination pricing, and vendors must indicate required lead times or default to a fourteen-day delivery obligation within the window of 8:00 AM to 4:00 PM Monday through Friday, excluding state and federal holidays. TxDOT will evaluate responses using weighted criteria: 50 points for the vendor's approach to meeting specifications, 10 points for lead time, and 40 points for pricing. The solicitation opened May 11, 2026, with a deadline for questions by May 13, 2026, TxDOT's response to questions scheduled for May 18, 2026, and responses due by May 26, 2026, at 3:00 PM Central Time, with a tentative contract award date of June 9, 2026.

There are no set-aside designations or restrictions limiting competition to specific enterprise types mentioned in this solicitation. Vendors must be registered on the Texas Comptroller of Public Accounts' Centralized Master Bidders List (CMBL) and selected using the National Institute of Governmental Purchasing (NIGP) code system; new suppliers interested in providing materials to TxDOT must apply for CMBL listing through the Texas Comptroller's website at comptroller.texas.gov/purchasing/vendor/cmbl/ or by telephone at 512-463-3459. All respondents must complete required documentation including the bid table, execution of offer, Texas Family Code schedule certifying compliance with child support obligations, acknowledgement of addenda if applicable, compliance with specifications, assumptions schedule, and exceptions schedule, with responses submitted through the Euna Procurement system. Past vendor performance will be evaluated through the Centralized Master Bidders List vendor performance system, and responses with below-C performance grades may be rejected. No specific budget range or award value is listed in the solicitation, as this is an as-needed supply contract with no quantity guarantees; no purchase orders are placed until formal contract issuance occurs, and the contract is subject to availability of state funds and may be terminated without penalty.
