About this opportunity
The Texas Animal Health Commission (TAHC) Purchasing Department issued Invitation for Bid (IFB) No. 554-26-002 on April 30, 2026, for the procurement of two (2) units of 20-foot enclosed cargo trailers. The trailers must meet specific interior dimensions (20-21 feet length, 7'10"-8'2" width, 6'8"-7' height) and include tandem axles rated 5,200-7,000 lbs, electric drum brakes, recessed horizontal steel E-Track on side walls and floor, spray-on liner, 12-14 ply tires with spare wheel and tire, DOT-approved LED lights, and a minimum two-year warranty, with the Wells Cargo Road Force Trailer RF8520T4 or TAHC-approved equal as the reference model. Bidders must submit written questions by 3:00 PM CST on May 14, 2026, with agency responses provided by May 18, 2026, and sealed bids are due by 2:00 PM CST on May 26, 2026. All pricing must be quoted on a unit and total basis with costs FOB Destination including prepaid freight charges, and vendors are responsible for unloading items at delivery between 8:00 AM and 4:00 PM Monday through Friday at the TAHC Central Office in Austin. Award is anticipated in June 2026, and vendors must complete the Information and Certifications Form (Attachment A) and comply with all Terms and Conditions (Attachment B) to be considered, with optional items available for bid including side turn signals, extended tongue, and rear and side door loading lights.
The solicitation documentation does not specify set-aside designations or restrictions limiting responses to particular organization types such as disadvantaged enterprises, minority-owned businesses, or women-owned businesses. No incumbent vendors or current contractors are identified in the procurement documents provided. Vendors must comply with comprehensive certification and warranty requirements including representations regarding business organization, legal compliance, absence of conflicts of interest, non-delinquency in state taxes, non-debarment status, E-Verify system compliance, environmental regulation adherence, equal employment opportunity compliance, cybersecurity training requirements, and restrictions on business engagement with Iran, Sudan, or foreign terrorist organizations. Payment will be made in accordance with the Texas Prompt Payment Act within 30 days of satisfactory delivery and receipt of a correct invoice. The TAHC reserves the right to award based on low line-item bid, low total of line items, or any combination serving the state's best interest, and reserves the right to reject any or all bids, though no specific budget range or award value is disclosed in the solicitation documents.
