About this file
This Addendum #1 Questions and Answers document, issued by the Texas Animal Health Commission (TAHC) Purchasing Department on May 15, 2026, addresses three clarifications regarding the specifications for IFB 554-26-002 for two 20-foot enclosed cargo trailers. The primary questions and responses address whether both e-track systems and D-rings are required (TAHC confirmed both are mandatory), whether the DryMax floor treatment is necessary if a spray-on liner is applied (TAHC will accept bids for either option and encourages multiple bids to demonstrate pricing differences), and the desired interior height specification (TAHC clarified that the desired height is approximately 6 feet 10 inches with an acceptable range of 6 feet 8 inches to 7 feet to accommodate standard manufacturer variations).
The addendum provides important specification flexibility by allowing bidders to propose alternative approaches to floor protection systems, which may result in cost savings or different construction methods while still meeting the agency's core requirements. This guidance enables respondents to optimize their bid submissions by clearly presenting the cost implications of different technical approaches, ultimately serving the state's procurement objectives by ensuring comprehensive evaluation of available options within the established specification parameters.

Addendum #1 Questions and Answers Document May 15, 2026
Q1. I am sure there will be multiple questions as I work through this build. The first that comes up is since you will have the e-track in the floor, do you still want the D-rings too? I feel this isn't necessary and just added cost. Thoughts?
A1. TAHC does want both the e-track system and the D-rings.
Q2. Since the floor will have the spray-on liner do you still want the DryMax floor? If you are ok with not having drymax on floor, I can add a galvanized underbelly to avoid water penetration. Thoughts here?
A2. TAHC will accept bids for either option. If one option results in significantly higher costs, it may be in the respondent’s best interest to submit multiple bids. Doing so will clearly demonstrate the pricing differences between the available approaches to meeting the specifications.
Q3. The specs state: Interior height 6'8" Min 7' Max - Later down the specs it asks for additional 6" of interior height. -Do you want a 7'6" interior height or will the 7' work?
A3. The specifications were developed based on the standard interior height for this style of trailer, which is typically approximately 6 feet 4 inches. TAHC is requesting an additional 6 inches of interior height, bringing the desired height to roughly 6 feet 10 inches. To account for normal variations in flooring and ceiling construction across different manufacturers, a range of 6 feet 8 inches to 7 feet was established.
This range ensures that multiple build configurations can meet the required specifications.
