About this opportunity

The Texas Alcoholic Beverage Commission (TABC) issued Request for Proposals (RFP) No. 458-E260331 on April 28, 2026, seeking qualified vendors to provide tax identification stamps and a cloud-based Point of Sale (POS) system with comprehensive management support services. The procurement requires vendors to produce and distribute physical tax ID stamps for alcoholic spirits bottles in three formats—individual stamp sheets (80 stamps per sheet), small rolls (500 stamps per roll), and large rolls (10,000 stamps per roll)—and implement a secure Software-as-a-Service (SaaS) based system for managing stamp orders and inventory. Key deliverables include stamp production with fixed per-1,000-unit pricing throughout the contract duration, monthly system access fees, shipping and handling services to permittees using FedEx Ground or equivalent, return shipping services, and restock and reissuance fees. Respondents must demonstrate a minimum of five years of recent business experience providing tax ID stamps and POS systems, provide client references, and prove financial solvency. The evaluation criteria are weighted as follows: Cost (40%), Approach to Project (25%), Qualifications and Experience (20%), Oral Demonstration (10%), and Overall Clarity of Response (5%). The response deadline is May 28, 2026, at 5:00 p.m. Central Daylight Time, with the evaluation period running June 1–12, 2026, including scheduled oral demonstrations during that timeframe. The anticipated Notice of Award is June 17, 2026, with a contract start date of September 1, 2026, for an initial three-year term (September 1, 2026, through August 31, 2029) plus one optional two-year renewal period.

This procurement includes a mandatory VetHUB (Historically Underutilized Business) Subcontracting Plan requirement for all responses, with respondents required to demonstrate good faith efforts to utilize Texas-certified HUB vendors or provide justification for self-performance. The solicitation carries a total compensation cap not to exceed $2,000,000 over the contract period and any extensions, though TABC makes no guarantee of volume, usage, or total compensation and reserves the right to cancel the solicitation, make a partial award, or decline any award in its sole discretion. Respondents must complete Exhibit A (Bidder Affirmations), affirm all required certifications including E-Verify compliance, non-debarment status, absence of boycott engagement, and child support compliance, and submit proposals directly to Casey Heideman, TABC Purchaser, at Solicitation.Responses@tabc.texas.gov. All submission responses must remain firm and binding offers for 60 days from the response due date. TABC intends to award one or more contracts under this solicitation, and no incumbent vendor or existing infrastructure requiring integration has been identified in the available solicitation documents.
