The Railroad Commission of Texas (RRC) has issued Invitation for Informal and Formal Bids (IFB) 455-26-1028 to procure 1,250 custom apparel Port Authority soft shell jackets featuring an embroidered RRC seal. The procurement consists of 650 men's black jackets (sizes S-6XL), 450 women's black jackets (sizes S-6XL), and 150 men's forest green jackets (sizes S-6XL), with women's jackets conforming to Port Authority L317 style specifications (available up to 4XL) and men's jackets conforming to Port Authority J317 style specifications. Black jackets require all-color embroidery of the RRC seal (red, white, blue, and black outline) at 2.75" diameter, while forest green jackets require gold stitching at the same diameter. Vendors must submit RRC logo samples in PDF format with their bid and provide a sewn sample jacket with embroidery for RRC approval post-award. All pricing must be quoted on an F.O.B. Destination Freight Prepaid basis with delivery costs included and must remain valid for 30 days following submission. Deliverables must be boxed and bundled by size and delivered to 1701 Congress Ave., Austin, TX 78701 by August 31, 2026. Written inquiries are due by March 17, 2026 at 3:00 PM CT, bid responses must be submitted by March 24, 2026 at 2:00 PM CT, and the estimated award date is March 31, 2026. Evaluation will follow best value standards, and vendors must quote all items or none with no exceptions permitted to RRC Terms and Conditions unless declared.
The RRC applies extensive standard terms and conditions requiring vendors to maintain Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Workers' Compensation at statutory limits, and Employer's Liability of $1,000,000, with all vendors subject to E-Verify system compliance and required certifications regarding debarment, antitrust compliance, and various Texas Government Code requirements. Texas-based bidders may claim preferences under 34 TAC 20.306 if applicable to their business classification. No incumbent vendors or existing contracts are referenced in the solicitation, as the RRC has not conducted a previous solicitation for these jackets. The RRC applies no quantity guarantees, and the contract is subject to termination for convenience with thirty days' written notice or for cause without notice under specified circumstances. No specific budget range or award value is disclosed in the solicitation documents, though the RRC will determine final size breakdown quantities after award and purchase order processing. Vendors must specify whether they are claiming Texas bidder preferences as part of their submission.
