About this file

This is Addendum No. 1 to Invitation for Bid (IFB) 455-26-1028 issued by the Railroad Commission of Texas Operations Division, addressing a solicitation for RRC Jackets with Logo. The solicitation seeks 1,250 jackets in sizes small through 6XL, with the Port Authority L317 style specified for women's jackets (available up to 4XL) and the Port Authority J317 style for men's jackets. The proposal deadline is Tuesday, March 24, 2026, at 2:00 PM Central Time. No site visits or bidder's conference attendance requirements are mentioned in the addendum. The addendum serves primarily to publicize answers to 19 submitted questions from prospective bidders regarding specifications, sizing, pricing structure, and submission requirements.

Key clarifications from the addendum address pricing and submission procedures. Vendors must submit one price for all sizes rather than tiered pricing by size, though the Railroad Commission acknowledges that larger sizes (2XL-6XL) have different manufacturing costs. The size breakdown will be determined after award and purchase order processing rather than provided upfront. Bidders may submit pricing on their own quotation documents but must also submit a signed competitive bidding form; pricing can be submitted as a PDF with the bid. Samples of the RRC logo artwork must be provided with the bid submission in PDF format, while sewn examples are required only from the awarded vendor. The Railroad Commission has not conducted a previous solicitation for these jackets and applies best value standards for award determination. The order will be processed as a single bulk purchase based on submitted pricing.

No.

QUESTIONS

ANSWERS

1.

May we kindly ask if a bid tabulation or award notice is available from the previous purchase of these items?

In order to request information from our agency about previous solicitations, you must submit an open records request to Open.Records@rrc.texas.gov.

The RRC has not done a solicitation for jackets.

2.

1. Size Distribution Could the Railroad Commission provide an estimated size breakdown for the 1,250 jackets (S–XL, 2XL, 3XL, etc.)? This will help ensure vendors can accurately price garments that have different costs by size.

2. HUB / VETHUB Participation For this solicitation, is there any HUB participation goal or preference being applied, or is VETHUB participation the only optional reporting requirement?

1. We do not have a breakdown of sizes yet.

2. The RRC uses best value standards to determine awards for all solicitations per Texas Government Code.

3.

Do you have a breakdown of how many per size? There is no breakdown of sizes yet.

4.

- Is a previous bid tabulation available for review?

- Is there a size breakdown available so we can ensure stock availability?

- Will these jackets be ordered on an as-needed basis or as a single bulk order?

-See response to question #1.

-See response to question #3.

-A single bulk order will be processed based on the mailto:Open.Records@rrc.texas.gov

- Would the buyer accept a substitute brand or model of equal quality and function?

submitted pricing to this solicitation.

5.

We wanted to ask if there is an estimated size breakdown available for the order, particularly for the extended sizes (2XL through 6XL).

See response to question #3.

6.

Confirm if a size breakdown is available for the men’s and women’s jackets. If not, can you please advise when the size breakdown will be provided?

See response to question #3.

The breakdown of sizes will be taken after a vendor is awarded and a purchase order is processed.

7.

The specification lists the Port Authority L317 in sizes S–6XL; however, the L317 style appears to only be available up to 4XL.

Would you like vendors to:

1. Provide up to 4XL only for the L317, or

2. Substitute an equivalent Port Authority women’s style that is available up to 6XL?

1. Provide up to 4XL for L317.

2. Please do not substitute the brand. We will accept sizes up to 4XL.

8.

1) Can our bid be provided using our formal quotation document or does our pricing need to be transposed onto the actual “Competitive Bidding Form” that was provided by you?

2) If we can submit our quote on our document, I assume we should still complete and sign the provided form and perhaps note on it that our pricing will be shown on our quote document?

3) If the requested ladies products (L317) are not manufactured in sizes 5XL and 6XL, should that be included on the bid we provide? All bidders will have the same issue here as that is a manufacturing limitation with those two larger sizes.

1. Pricing can be submitted in either format, however, all vendors MUST submit a signed bid in order for your bid to be accepted for this solicitation.

2. Correct. See response to 1 above.

3. See response to question #7 above.

9.

1. Pricing is based on sizing, (s-xl), (2x-3x), (4x-5x), and (6x) or would you like one price for all sizes

2. What is the approx. stitch count for the logo for the left chest

1. Provide pricing for all sizes.

2. We do not have that information.

10.

For the women’s style, L317, you are requesting for sizing up to 6XL when the women’s only goes up to 4XL. If sizing beyond 4XL is needed, would it be okay to utilize the men’s style, J317, sizes

2XL-6XL?

Are you able to share the quantity distribution by size for each jacket style?

See responses to questions #3 and #7 above.

11.

Will the sew-out sample of the RRC logo need to be provided before bid submission, with the bid or only after award?

The required size range for all items is small to 6XL. How should we note the price tiers for the 2Xl and larger sizes as they will differ in cost?

The sew-out sample will only need to be provided after award by the awarded vendor.

Submit one price for all sizes.

12.

Can you please send me the link to this bid.

13.

On the L317, this particular model only goes up to 4XL. Would you like an alternative model that goes up to 6XL?

See response to question #7.

14.

Could you please confirm whether we may propose a similar generic alternative that meets all the required specifications if the Port Authority brand is unavailable? We can also provide a sample for quality comparison if needed.

Additionally, could you please let us know if the previous bid tabulation is available for reference?

See responses to questions #1 and #7 above.

15.

Did you have a model number(s) and manufacture name?

Also advise quantities and ship to address for the quote.

All information related to model numbers and manufacturers is contained in the solicitation document, Appendix A Scope of Work.

16.

1. What is the lead time for completing the order after receiving a purchase order (PO)?

2. Could you please provide the current pricing for these items and the vendors you currently use?

3. Please let us know how you would like us to submit our quotes and whether our company quote format is acceptable.

4. Since prices differ for oversized items, can we provide our pricing according to size, or do you require a single price for all sizes?

5. When would you prefer us to submit the RRC logo sample for your review: during quote submission or after the award?

1. Refer to Appendix A Scope of Work in the solicitation for completed by date.

2. There are no current pricing and vendors we currently use.

3. See response to question #8 above.

4. Single price for all sizes.

5. A PDF sample should be submitted with your bid.

Only the awarded vendor will provide a sewn example.

17.

We don't have to submit samples unless awarded the contract, correct?

Correct.

18.

The cost for sizes 2X–6X varies from the standard sizes. Do you happen to have a specific size breakdown, or even an estimated percentage for those sizes, so we can account for them accurately in our pricing?

See response to question #3 above.

19.

Do you want a picture of the sewn logo(s) submitted with the final bid?
