The scope comprises 350 knit beanies in true royal blue with embroidered DPS logos (maximum 5.5 inches wide by 3 inches high) and 350 traveler bags in indigo blue with embroidered DPS logos (maximum 3.25 inches wide by 2 inches high). Traveler bags must feature expandable zipper tops, interior pockets, exterior zippered pockets, padded bottom compartments, removable adjustable shoulder straps, and luggage sleeves, with minimum dimensions of 8.5 inches deep by 25 inches wide by 16 inches high. The contract term commences on the effective date and expires one year from that date, subject to DPS funding availability. No minimum purchase commitment exists; DPS will authorize payment only after approving commodities through its Contract Monitor.
Bidders must submit audited financial statements for the last two years of operations, a Dun & Bradstreet report with viability scores, or a detailed financial stability statement. Contractor performance will be evaluated using the Vendor Performance Tracking System; bidders with scores below C rating, current corrective action plans, repeated negative performance reports, or cancelled purchase orders for non-performance in the previous 12 months may be disqualified. Bids remain valid for 180 days from solicitation opening. Bidders must complete and submit a W-9 form, Application for Texas Identification Number (AP-152), and optionally a Direct Deposit Authorization Form with the bid.
