About this opportunity

The Texas Department of Public Safety is requesting bids for portable fire extinguisher inspection and maintenance services at the DPS Irving office (1613 West Irving Boulevard, Irving, Texas 75061) under IFB 26R0017907, with bids due July 8, 2026 at 5:00 p.m. Central Time and questions due June 11, 2026.

The scope covers annual inspection of all portable fire extinguishers at the 8,462-square-foot facility in compliance with NFPA 10 standards and state and local requirements. Services include inspection, temporary replacements, recharging, hydrostatic testing, and parts replacement as needed. The contractor must provide all labor, tools, and equipment; report daily to the Contract Monitor; maintain identifying uniforms and DPS identification badges; and follow agency-adopted pandemic protocols. All inspections must result in valid annual inspection tags. Contractor personnel must hold appropriate technical credentials such as factory training or trade certification.

Pricing is structured in two attachments: Attachment A covers per-unit inspection rates by extinguisher type (ABC, CO2, Halon) and recharging and hydrostatic testing rates by weight category; Attachment B details replacement pricing per unit type and replacement parts pricing on a cost-plus-markup basis. Bidders must submit pricing on the Mandatory Pricing Schedule. DPS guarantees no minimum compensation; contractors are paid based on itemized invoices submitted monthly by the 5th day and approved by DPS, with payment via electronic funds transfer.

The contract term is five years from the effective date, with DPS reserving the right to extend for up to an additional six-month period. The anticipated award date is September 1, 2026. Bidders must provide three references with similar past contracts, audited or independently reviewed financial statements for the last two years of operations (or a Dun & Bradstreet Business Information Report), and financial rating information within 120 days after fiscal year-end. Bidders must complete the Application for Texas Identification Number (AP-152), W-9 form, and Information and Certifications Form, including certifications regarding child support compliance, debarment status, equal employment opportunity, and compliance with Texas-specific restrictions including boycott prohibitions and firearm industry discrimination policies.
