The procurement encompasses comprehensive maintenance and repair services for two Thyssen Krupp hydraulic elevators (Main Elevator North and Lab Elevator South), each with a 4,500-pound capacity serving two floors. The selected contractor must maintain the elevators in first-class operating condition, perform monthly preventive maintenance in accordance with ANSI 17.1 standards, respond to emergency calls within 30 minutes during regular business hours and one hour during overtime, complete major repairs within 72 hours, and maintain local inventory of spare parts with 24-hour availability for non-stocked items. Key qualifications include designation of a supervisor to conduct monthly site visits and elevator inspections, employment of lead technicians with minimum three years' experience with submitted resumes at bid time, and maintenance of comprehensive service logbooks and preventive maintenance checklists. The contractor must obtain all necessary licenses and permits from the Texas Department of Licensing and Regulation at their own expense, maintain sufficient backup staff with completed background checks, and remedy inspection failures within 30 days for standard items or 48 hours for out-of-service items. The contract term commences September 1, 2026, and expires five years thereafter, with DPS retaining the right to extend for an additional six-month period. Bidders must submit electronic responses by 5:00 p.m. Central Time on May 21, 2026, via email to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room, with a non-mandatory pre-bid site visit scheduled for May 12, 2026, at 9:00 a.m. The deadline for written questions is May 13, 2026, at 5:00 p.m. CST, with answers estimated to be posted by May 15, 2026, and contract award anticipated on May 29, 2026.

All vendors responding to this solicitation must submit a completed Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good faith efforts to utilize Texas-certified HUBs for subcontracting opportunities, or alternatively, provide justification for self-performing the entire contract with their own employees, equipment, supplies, and materials; non-responsive bids lacking a completed HUB plan will be rejected in accordance with Texas Government Code 2161.252(b).
