About this file

This Addendum No. 1 to Solicitation 405-26R0016245, issued by the Texas Department of Public Safety Procurement and Contract Services on May 15, 2026, amends the Invitation for Bids (IFB) for elevator preventive maintenance and repair services at the DPS Lubbock Area Office. The solicitation encompasses comprehensive maintenance and repair services for two Thyssen Krupp hydraulic elevators, each with 4,500-pound capacity serving two floors. The non-mandatory pre-bid site visit occurred on May 12, 2026, and the deadline for submission of electronic bids is May 21, 2026, at 5:00 p.m. Central Time via email or the DPS Online Bid Room. Contract award is anticipated on May 29, 2026, with a contract term commencing September 1, 2026, and expiring five years thereafter, with DPS retaining the right to extend for an additional six-month period. All offerors must acknowledge receipt of this addendum prior to the bid submission deadline through submission of the completed addendum, acknowledgment on each copy of the offer, or separate letter or email referencing the solicitation and addendum numbers.

The addendum's primary purpose is to provide the sign-in sheet for the non-mandatory site visit conducted on May 12, 2026. All other terms and conditions of the original solicitation remain unchanged and in full force and effect. The contractor must maintain the elevators in first-class operating condition, perform monthly preventive maintenance in accordance with ANSI 17.1 standards, respond to emergency calls within 30 minutes during business hours and one hour during overtime, and maintain local inventory of spare parts with 24-hour availability for non-stocked items. Bidders must submit a completed Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good faith efforts to utilize Texas-certified HUBs or provide justification for self-performance, along with evidence of financial resources, audited financial statements for the last two years, and required forms including W-9, AP-152, and pricing on the Mandatory Pricing Schedule. The pricing schedule requires unit prices for monthly elevator maintenance, labor rates for repairs during regular and extended hours, and a markup percentage for OEM parts, with all costs included as the sole compensation and no minimum compensation guaranteed by DPS.
