About this opportunity
The Texas Department of Public Safety (DPS) is issuing an Invitation for Bids (IFB No. 405-26R0007119) for the procurement of investigation laser systems to be distributed across three Crime Lab Division locations. The solicitation requests four Dual 77+ Pistol Grip Investigation Laser units with dual wavelength capabilities (8W 532nm and 8W 445nm), with specific distribution requirements: two units for the Austin Laboratory, one for the Garland Laboratory, and one for the Lubbock Laboratory. Each unit must include a protective carrying case with wheels, four pairs of safety goggles (two pairs yellow for 445nm wavelength and two pairs orange for 532nm wavelength), camera filters, battery charger, instruction manual, and a one-year warranty covering all equipment. Electronic bid responses are due no later than 5:00 PM Central Time on April 23, 2026, submitted either to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room. The anticipated contract term commences on the effective date and runs for one year with no optional renewal periods. All bidders must submit pricing on the mandatory pricing schedule format provided, with all costs including delivery and performance encompassed in the extended price, and DPS will award to the best value bidder. Bidders must complete all required forms including the Information and Certifications Form, W-9 tax documentation, Texas Identification Number application (AP-152), HUB Subcontracting Plan, Direct Deposit Authorization Form, and demonstrate familiarity with DPS Standard Terms and Conditions. All bids remain valid for 180 days after the solicitation opening date.
This solicitation is advertised as a sole source or proprietary procurement under Texas Government Code §2155.067, though DPS encourages responses from all qualified vendors. Bidders must demonstrate good faith efforts to utilize Texas certified Historically Underutilized Businesses (HUBs), specifically Veteran Heroes United in Business (VetHUB) subcontractors, by either meeting the agency-specified HUB goal or notifying at least three Texas certified HUBs and two trade organizations or development centers serving disabled veterans at least seven working days prior to bid submission. All bidders must comply with comprehensive certification requirements addressing child support compliance, ethical standards, debarment status, equal employment opportunity standards, clean air and water act provisions, federal lobbying disclosure requirements, prohibitions against doing business with designated foreign adversaries, Israel and energy company boycott restrictions, and firearm entity discrimination restrictions. Contractor personnel may be required to undergo fingerprint-based criminal history background checks at the bidder's expense. While no specific award value or budget range is disclosed in the solicitation documents, the contract structure and technical specifications for four specialized laser systems suggest a mid-to-substantial range procurement. DPS reserves the right to reject any or all bids and will not release final invoices until all work is returned and transitions are complete if a subsequent contractor is awarded.
