About this opportunity

The Texas Department of Public Safety (DPS) is issuing an Invitation for Bids (IFB) for the procurement of one Peterbilt 537 Wrecker Truck with Jerr-Dan 8.5-ton carrier wrecker body, or equivalent. The vehicle must meet comprehensive technical specifications including a GVWR of at least 39,500 lbs, a 24-foot by 102-inch steel deck, a 10,000 lb worm gear winch with wireless remote capability, and a Paccar PX-9 370 engine meeting 2024 emissions standards. Additional required features include an Allison 3000 RDS-P transmission, Hendrickson and Meritor axle components, Conti HSL3 295/75R22.5 tires, a Whelen lightbar, thermal insulation, keyless entry, and Global Telematics Hardware with a five-year SmartLINQ RD subscription. The vehicle must be delivered to the DPS facility at 5710 Guadalupe, Austin, Texas 78752. Bidders must submit electronic responses by 5:00 P.M. Central Time on March 27, 2026, to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room. Written questions must be submitted by March 17, 2026, with answers posted by March 19, 2026. Contract award is anticipated on April 3, 2026, with a contract term of one year from the effective date, with DPS retaining the right to extend for an additional six-month period. Bidders must provide pricing on the mandatory pricing schedule in the specified format, including all costs, fees, licenses, and delivery expenses, and must submit evidence of financial resources and ability to perform, which may include audited financial statements from the previous two years, a Dun & Bradstreet Business Information Report, or a detailed financial stability statement.

All respondents must comply with Texas Historically Underutilized Business (HUB) provisions and submit a completed HUB Subcontracting Plan as part of their response, with statewide HUB goals ranging from 11.2 percent to 32.9 percent depending on contract classification. Bidders must also complete and submit multiple mandatory forms including the Information and Certifications Form, HUB Subcontracting Plan, Application for Texas Identification Number (Form AP-152), Direct Deposit Authorization Form, W-9 Form, and comply with all DPS Standard Terms and Conditions. Required submissions include Volume One (contract forms, certifications, and financial information), Volume Two (bid information, resumes, references, project plans, and business continuity plans), Volume Three (HUB Subcontracting Plan), and Volume Four (pricing response). No specific incumbent vendor, award value, or budget range is identified in the solicitation documents. The contract is non-exclusive, meaning DPS reserves the right to contract with other vendors for similar services and is not obligated to provide minimum compensation. DPS retains broad authority to reject any or all bids, negotiate with sole qualified bidders, waive minor informalities, and terminate contracts for convenience with 30 days' notice or for unavailability of funds without notice.
