About this file

This document is a vendor information exhibit for the Texas Department of Public Safety (DPS) Online Bid Room, providing guidance for vendors submitting responses to solicitations through the state's electronic bidding platform. The exhibit outlines the optional electronic submission process available to vendors, emphasizing that use of the DPS Online Bid Room is subject to all terms and conditions specified in the solicitation package. Vendors must review the complete solicitation package, including all exhibits, before submitting responses. All inquiries regarding the solicitation must be directed to the point of contact identified in the solicitation package. Responses must be submitted by the deadline specified in the solicitation package using the form and method of delivery identified therein; failure to adhere to these requirements may result in disqualification.

The DPS Online Bid Room registration process is a two-step procedure requiring vendors to first register at the designated portal and allow up to two business days to receive username and password credentials. Once registered, vendors gain access to review solicitation opportunities and submit responses electronically. DPS provides vendor support resources including an online tutorial, user guide, and frequently asked questions to assist vendors in navigating the system. Vendors are responsible for allowing sufficient time for registration to meet submission deadlines, as late submissions are not accepted. Technical difficulties with the online system do not constitute grounds for protesting a contract award. Electronic submissions through the DPS Online Bid Room receive automatic submission confirmation through the system, eliminating the need for additional receipt confirmation.
