About this opportunity
The Texas Workforce Commission (TWC) is soliciting competitive bids through Invitation for Bids (IFB) No. 3202600160 for the MLK Warehouse Gate Renovation project, a security and infrastructure improvement initiative. The procurement seeks qualified contractors to furnish all labor, materials, equipment, and supervision necessary to convert an existing slide gate to a V-track system with new guide rollers, power wheels, steel V-track, and concrete mow-strip, install a Trilogy DL2700 alarm lock on an existing personnel gate, install a new Liftmaster CSL24UL slide gate operator with operating stand, safety bump edges, wireless bump edge kit, loop detectors, gooseneck pedestal, wired keypad, wireless remotes, and external antenna, and complete electrical work including 30 feet of asphalt saw cutting and patching, 75 feet of trenching with backfill, 75 feet of one-inch electrical conduit with wiring and breaker installation from building to operator, and 75 feet of two-inch communications conduit with pull string from building to operator and pedestal. The project objectives include enhancing security, preventing unauthorized access, improving staff safety, and protecting state assets from theft or damage. Bidders must submit signed addenda, Form 1 (Execution of Bid), Form 2 (Cost Sheet with pricing for all four line items), Form 3 (Financial Questionnaire, unless bidder is a governmental entity), and a TWC 1020 Substitute W-9 and Direct Deposit Form as part of their response. The Pre-Solicitation Conference was held on Monday, February 23, 2026, at 2:00 PM Central Time via Zoom, with a recording link provided to all potential bidders. Written questions must be submitted by Friday, February 27, 2026, at 5:00 PM Central Time through the Vendor Discussion function on the TWC Procurement Portal, with responses posted by Wednesday, March 3, 2026. Bid submissions are due Thursday, March 12, 2026, at 10:00 AM Central Time through the TWC Procurement Portal, with anticipated notice of intent in March 2026 and contract start date in April 2026 or upon contract execution. Evaluation will follow the best value standard under Texas Government Code sections 2155.074, 2155.075(a), 2155.144, 2156.007, and 2157.003, considering bidder's ability to meet requirements and specifications, performance delivery capabilities, cost, and financial soundness.
The solicitation is available to all qualified bidders with no stated set-asides or restrictions based on disadvantaged enterprise status, though bidders may claim applicable procurement preferences under Texas statute for service-disabled veteran-owned businesses, Texas-produced goods and services, recycled materials, energy-efficient products, and other designated categories. No incumbent vendor or current contractor information is identified in the solicitation documents. The contract term will commence on the fully executed contract date and expire on August 31, 2026, with all pricing submitted on the cost sheet considered all-inclusive with no additional costs reimbursable by TWC, including per diem, travel, hotel, equipment, or incidental expenses. Bids are binding for 90 days after the submission due date, and upon contract execution, agreed-upon prices are irrevocable for the contract term and any renewals or extensions. The solicitation does not specify a budget range or award value, though bidders must provide complete pricing for all line items to be considered responsive. The contract is contingent upon continued availability of funding; if funds become unavailable through lack of appropriations, legislative budget cuts, or other appropriation disruptions, termination provisions apply. TWC intends to award one contract and reserves the right to cancel, make partial award, or decline to award at its sole discretion.
