About this opportunity

Texas State Technical College (TSTC) issued a Request for Proposal (RFP-313) on January 21, 2026, for grounds maintenance services at its Marshall campus. The procurement seeks qualified suppliers to provide comprehensive routine and seasonal landscape maintenance services, including mowing, edging, plant maintenance, tree trimming and pruning across designated grounds areas as identified on the Marshall Grounds Map. The selected contractor must maintain the campus grounds to ensure the facility remains safe, clean, and well-maintained for students, staff, and visitors. Proposals are due by February 13, 2026, at 2:00 PM CST, with an optional pre-proposal walkthrough scheduled for February 10, 2026, at 10:00 AM CST at the Physical Plant building (2650 E End Blvd S, Marshall, TX 75672). Interested vendors should contact Project Manager Wayne Dillon at 903.923.3260 or wayne.dillon@tstc.edu for additional information. The contract term runs from the execution date through August 31, 2026, with an option to extend for one additional one-year term, with fixed pricing for the original term and any increases during renewal periods requiring prior TSTC approval. TSTC will evaluate proposals using race- and sex-neutral criteria to ensure best value selection.

Respondents with contract values exceeding $100,000 must submit a completed, signed Subcontracting Plan as a prerequisite for consideration; incomplete or unsigned forms may result in disqualification. All vendors must acknowledge the Non-Collusion statement, certify equal opportunity employer status, and commit to compliance with all TSTC policies. Quoted prices must include all applicable tariffs, duties, and import fees with a minimum 60-day price commitment from submission. Vendors must identify preferred payment methods, including Electronic Funds Transfers (EFT), ACH, wire transfer, virtual card, or check. All submissions must be made exclusively through TSTC's Rsolution/Jaggaer procurement system, and any deviations from RFP specifications must be documented on the Deviation/Compliance Signature Form. The anticipated contract value exceeds $100,000. Questions regarding the project may be submitted through the Q&A Board until the session closure, with technical support for system access available through JAGGAER at 1-800-233-1121.
