About this opportunity

The Texas Comptroller of Public Accounts Statewide Procurement Division is soliciting bids on five chemical line items for janitorial and laundry product manufacturing, primarily for the Texas Department of Criminal Justice, under IFB 304T-26-180A1.1, with bids due July 7, 2026 at 1:30 p.m. Central Time.

The scope covers Fluorescent Brightener (1,000 pounds), Hydrochloric Acid Technical Grade at 20 Degrees Baume (12,480 pounds), Phosphoric Acid 85% Technical (24,000 pounds), Sodium Carboxymethylcellulose (12,000 pounds), and Surfactant Nonionic Nonoxyphenol Ethanol (60,000 pounds) — approximately 109,480 pounds total. Each line item specifies detailed chemical composition, assay percentages, pH levels, viscosity, color, contaminant limits, minimum shelf life (one to three years), and packaging in moisture-proof paper bags or airtight drums. Minimum order quantities range from 300 to 19,200 pounds depending on the product. Referenced manufacturers with approved equals are specified for each chemical. All materials are designated for statewide delivery to Austin, Texas 78774 on an FOB Destination basis, with preferred delivery within 30 calendar days of order receipt.

The initial contract term runs from the Notice of Award effective date through October 31, 2027, with three automatic renewal options extending through October 31, 2029 and potentially one additional year, with CPA holding unilateral renewal authority. Unit prices must be firm and all-inclusive with fixed pricing. A 1.5% Texas SmartBuy administrative fee applies to all purchases. Respondents must provide a manufacturer's price list to qualify for contractual price increases after the initial term, calculated using a specified formula. Award may be made to multiple respondents per line item based on best value, including compliance with specifications, purchase price, vendor non-performance risk, and delivery time. No guaranteed minimum quantities apply.

Respondents must submit Certificates of Analysis for each line item, proof of $500,000 Commercial General Liability insurance, and signed copies of all addenda. Questions are due June 22, 2026. Texas preference certifications for Texas-manufactured goods, service-disabled veteran ownership, and environmentally sensitive materials apply where applicable.
